Russia’s General Staff announced that a dedicated special operations command and force structure was being created. The intent was to develop high-readiness units for complex missions, using lessons drawn from foreign models and recent conflicts. This added a new tool for rapid, targeted operations alongside conventional reforms.
Russia re-established the 1st Guards Tank Army as a major maneuver formation in the Western Military District. The move signaled a partial shift back toward larger formations after the earlier emphasis on brigades, reflecting evolving views on how to organize for high-intensity conflict. It also reinforced capabilities near Russia’s western strategic direction.
Russia opened the National Defense Management Center, a high-level command-and-control hub intended to improve real-time coordination across the armed forces and government agencies. The center aimed to strengthen centralized monitoring and decision support for operations, readiness, and crisis response. It became a visible part of the modernization of command systems.
Russia merged its Air Force and Aerospace Defence Forces into the Russian Aerospace Forces (VKS). The new structure aimed to unify aviation, air-and-missile defense, and space functions under one command to improve coordination and efficiency. Russia began an air campaign in Syria, marking its first major expeditionary air operation of the post-2008 period.
