Soldiers fired on a workers’ march to the Winter Palace in St. Petersburg, killing and wounding demonstrators. The event broke public trust in the tsarist government and helped trigger the 1905 Revolution. It set the stage for demands for a constitution and an elected legislature.
Under pressure from strikes and unrest, Tsar Nicholas II promised basic civil liberties and the creation of a popularly elected legislature (the State Duma). The manifesto encouraged many moderates to shift from street protest to legal political activity. It also marked the beginning of a constitutional reform period—though the tsar aimed to keep strong personal power.
A December 1905 electoral law established a complex, unequal voting system organized by social groups (curiae). Voting was not universal and favored property owners over workers and peasants. These rules shaped early Dumas by limiting how fully society could be represented.
Nicholas II promulgated the Fundamental Laws as Russia’s new basic governing framework. While they created a legislature, they also affirmed strong imperial authority and limited the Duma’s control over the executive branch. This contradiction—constitutional language with autocratic practice—became a central tension of the period.
The First Duma convened at the Tauride Palace, raising expectations for meaningful reform. Deputies pushed for changes—especially on land and civil rights—but faced major limits under the Fundamental Laws. The early clash showed that the government and elected representatives disagreed on how far reform should go.
Pyotr Stolypin was appointed head of the Council of Ministers (prime minister), combining repression against revolutionary violence with a reform program. He aimed to stabilize the countryside by changing land ownership and building support for the monarchy among more prosperous peasants. His approach shaped the Duma era by relying on executive power when the legislature resisted.
Nicholas II dissolved the First Duma after only a short period, ending a major attempt at cooperation between the monarchy and elected deputies. The dissolution increased distrust and pushed some reformers toward protest tactics. It also signaled that the government would not tolerate a Duma that tried to direct policy.
Stolypin issued a decree allowing peasant households to withdraw from the village commune (mir) and claim individual land ownership. The goal was to encourage more efficient farming and create a socially conservative rural base for the state. The policy became one of the most significant reform efforts of late tsarism, though results were mixed.
The Second Duma met amid continuing conflict between deputies and the government. It proved more radical and remained unable to cooperate with the Council of Ministers. Its dissolution deepened the pattern of short-lived representative politics under imperial control.
After dissolving the Second Duma, the government changed election rules by decree, narrowing representation for workers, peasants, and many non-Russian nationalities. This rebalancing made later Dumas more conservative and easier for the regime to manage. It was a turning point away from the broader political participation implied in 1905.
The Third Duma began work with a more pro-government composition than the earlier Dumas. It lasted longer than the first two and passed legislation, but within limits set by the monarchy and the upper chamber. The period showed a partial “working” constitutional system, but not one that controlled the executive.
Troops fired on striking miners and supporters near the Lena River in Siberia, causing large casualties. News of the shootings helped restart mass strike activity and strengthened revolutionary feeling after several quieter years. It highlighted that social tensions remained unresolved despite constitutional reforms.
The Fourth Duma opened with limited formal power, but it became an important public arena for criticism and debate. As Russia approached World War I, divisions between the government and many deputies widened. The Duma’s growing frustration would become more visible during the war crisis.
In World War I, a coalition of moderates and liberals in the Fourth Duma formed the Progressive Bloc to push for a government with public confidence. They argued that better cooperation with the legislature was necessary to manage the war effectively. Nicholas II rejected these pressures and soon suspended the Duma session, widening the political crisis.
During the February Revolution in Petrograd, Duma deputies formed the Provisional Committee to restore order and coordinate with other institutions. The committee helped create a center of authority as the old regime lost control. This step linked the constitutional reform era directly to the collapse of tsarist power.
Facing revolution and military breakdown, Nicholas II abdicated the throne, bringing Romanov rule to an end. Political authority shifted toward the Provisional Government, which emerged from Duma leaders and other political forces. The constitutional reform experiment thus concluded with the monarchy’s collapse rather than a stable constitutional monarchy.
