After Japan’s surrender in World War II, Soviet forces occupied northern Korea and set up the Soviet Civil Administration (SCA). This created the governing framework in which early socialist-style economic reforms and later state planning would develop.
Political groups and local people’s committees in the North formed the Provisional People’s Committee of North Korea, chaired by Kim Il Sung. It acted as a de facto government and began major economic and social reforms that prepared for centralized economic management.
The government carried out land reform by confiscating land from Japanese owners and other targeted groups and redistributing it to many farm households. This weakened the old landlord class and increased state influence in the countryside, shaping later steps toward agricultural collectivization.
A nationalization law brought most large industrial facilities under state ownership, covering areas like industry, transport, communications, and banking. This greatly expanded the state sector and made economy-wide planning more feasible because key inputs and outputs could be centrally directed.
North Korea’s first formal economic plan (a one-year plan) aimed to restart factories, expand state-owned industry, raise productivity, and improve living standards. The plan targeted doubling industrial production and raising agricultural output, marking an early move from reform toward systematic economic planning.
The People’s Assembly of North Korea met and organized the People’s Committee of North Korea with Kim Il Sung as chairman. The assembly’s listed powers included adopting “the people’s economic plan” and approving the state budget, linking political institution-building directly to planned economic governance.
A second one-year plan for 1948 continued to emphasize increases in industrial and agricultural production, while also stressing lower costs and better quality. Together with the 1947 plan, it shows how early planning concentrated on rebuilding production and expanding the state-led sector before larger multi-year plans began.
A two-year plan covering 1949 into mid-1950 introduced a stronger “people’s economy” concept and tried to balance industrial sectors while raising agricultural output through mechanization. It also continued the push to socialize (shift into collective/state forms) remaining private property and commerce.
North Korea’s June 1950 invasion of South Korea triggered the Korean War and forced major economic restructuring toward war needs. The conflict disrupted production, redirected labor and materials, and set the stage for a postwar reconstruction plan once fighting stopped.
The Korean Armistice Agreement halted large-scale fighting and created a ceasefire framework, though no final peace treaty followed. For North Korea, the armistice opened the way for a formal state-led reconstruction drive after extensive wartime destruction.
North Korea launched a Three-Year Plan for 1954–1956 to rebuild output and repair war damage, with heavy industry given high priority and foreign socialist-bloc aid playing a major role. The plan aimed not just to restore prewar levels but to modernize key sectors for later industrialization.
In late 1956, Kim Il Sung promoted “Chollima” as a mass mobilization approach to push workers to meet or exceed planned production goals. This mattered because it tied economic performance to political and ideological incentives, shaping how plans were implemented in workplaces.
After reconstruction, North Korea began its first Five-Year Plan (commonly dated 1957–1961) to lay a stronger foundation for industrialization. The plan continued the heavy-industry emphasis and connected economic targets to broader socialist transformation goals.
During the Five-Year Plan period, North Korea reported completing “socialization” across economic sectors by 1958, meaning most production and distribution were brought into state or collective forms. This reduced room for independent enterprise and strengthened the planning system’s control over resources and labor.
In 1959, a related “work team” campaign promoted competition among work groups to exceed quotas, reinforcing the idea that over-fulfilling plans was a political achievement. This helped explain why rapid reported growth could come with imbalances: rewards and attention flowed to units that hit targets fastest, not always to the most efficient use of resources.
In April 1961, North Korea unveiled the Chollima Statue in Pyongyang, linking national identity to the “speed” and labor mobilization of the late-1950s planning drive. Coming at the end of the early Five-Year Plan period, the monument reflected how economic planning, mass campaigns, and political legitimacy were publicly tied together.
