After Japan’s surrender, Soviet forces occupied northern Korea and began building a new administration. Existing Japanese colonial structures were removed or repurposed, and local political groups rushed to fill the power vacuum. This set the stage for new local governing bodies and a separate northern state structure.
Across towns, counties, and provinces, “people’s committees” emerged as grassroots bodies to manage order, food, and administration. In the North, these committees became especially important because they were allowed to operate and increasingly aligned with Soviet-backed political forces. They became a practical foundation for later formal local government.
Pyongyang was administratively separated from South P’yŏngan Province and given special city status to reflect its role as the political center. This move signaled a pattern that would continue: key cities could be governed differently from surrounding provinces and counties. It also strengthened centralized control over the capital area.
A Soviet-backed central body—the Provisional People’s Committee of North Korea—was created to unify policy above the provincial and local committees. Kim Il Sung became chairman, giving the emerging northern regime a single leadership center. This was a key step from improvised local control toward a coordinated state structure.
Elections were held for provincial, city, and county people’s committees, formalizing local bodies under the Soviet-backed system. These elections helped standardize local administration and linked local committees more tightly to the emerging central leadership. They also prepared the way for higher-level representative institutions in the North.
Representatives gathered to form the People’s Assembly of North Korea, which served as a legislature during the transition period. At its first session, it organized the People’s Committee of North Korea, replacing the earlier provisional body. This strengthened the legal-institutional framework above provincial and county administration.
The Democratic People’s Republic of Korea (DPRK) was proclaimed, marking a formal break from temporary occupation-era governance. State institutions now had clearer authority over provinces, cities, and counties. This state-formation step made later administrative reforms part of a sovereign government’s internal organization.
After Chagang Province was created, several counties were reorganized or separated to fit the new provincial structure. For example, Jonchon, Changgang, and Songwon are described as being established as separate counties in 1949. These changes show how provincial creation often required a second layer of local boundary work.
Chagang Province was split off from North P’yŏngan, adjusting provincial boundaries in the mountainous northern interior. This kind of change mattered because provinces are the top-level units that organize budgets, personnel, and planning below the national level. The creation of Chagang also triggered county-level adjustments inside the new province.
The Korean War increased the need for tighter control over population, production, and internal security. In practice, this pushed the state toward more standardized local units and clearer chains of authority from provinces down to villages and city neighborhoods. These pressures contributed to the major postwar local-government reorganization that followed.
In December 1952, North Korea carried out a broad reorganization of local government. One notable change was the introduction of workers’ districts (rodongjagu)—village-level units meant for dense settlements near factories or special farms. This reform helped align local administration with a rapidly industrializing and more centralized state.
The 1952 reform did not just rename units; it also created new counties by carving them out of older ones. For example, Hwapyong County is described as being incorporated as a new county in December 1952, and Rangrim County is described as created in 1952 from portions of other counties. This reshaped how the state managed remote mountainous areas.
Ryanggang Province was formed by separating territory from South Hamgyŏng (and related adjustments along the northern border region). Creating a new province changed the top-level administrative map again and placed more provincial-level governance closer to border and mountain communities. It also required further reallocation of counties and local offices under the new province.
By the mid-1950s, North Korea’s constitutional framework described local organs of state power as people’s assemblies at each level (province, city, county, and smaller localities). These assemblies and their associated people’s committees formalized a standardized chain of authority for planning, budgeting, and law execution. This completed the shift from post-liberation committees into a more uniform, state-centered local-government system.
