After Japan’s surrender in World War II, Soviet forces occupied the Korean Peninsula north of the 38th parallel. Soviet authorities worked through local “people’s committees” and began building a separate governing structure in the North, creating the conditions for major property and economic reforms.
Political parties and social organizations in the North formed the Provisional People’s Committee of North Korea, which acted as a de facto government under Soviet supervision. It became the main institution used to carry out early “democratic reforms,” including land reform and nationalization policies.
A land reform ordinance/law was announced in early March 1946, targeting land held by Japanese nationals and institutions, collaborators, and large landlords. It aimed to end tenant farming by taking land from those groups and redistributing plots to the peasants who worked them, generally without charge.
Local rural committees implemented the land reform by surveying and reallocating fields to farming households. This transfer of ownership weakened the old landlord class and tied many rural families’ economic future to the new northern authorities, helping consolidate political control in the countryside.
A new labor law standardized working conditions, including an eight-hour workday and rules aimed at limiting dangerous child labor. These measures supported the broader shift toward a state-directed economy by strengthening state oversight of workplaces and labor relations.
A gender equality decree/law declared equal rights for women and men, including in political and social life. In practice, it supported the new state’s claim to be replacing colonial-era and traditional inequalities with a “people’s” order tied to mass mobilization.
A sweeping nationalization law brought major industries, transport, communications, and banks under state ownership. This shifted control of factories and infrastructure away from former Japanese owners and targeted collaborators, laying the basis for a centrally planned industrial economy in the North.
Elections for local people’s committees took place in late 1946, helping formalize governance structures down to towns and counties. These institutions were central to enforcing land reform outcomes, managing production targets, and linking local administration to the emerging central state.
Representatives formed the People’s Assembly of North Korea, which soon organized the People’s Committee of North Korea as the next-stage provisional government. This transition signaled more centralized state capacity to supervise land distribution records, taxation, and expanding state ownership in the economy.
In 1948, North Korean authorities adopted a constitution and proclaimed the Democratic People’s Republic of Korea (DPRK). The new state framework formalized earlier reforms by embedding a system where the state led economic planning and claimed authority over major property and production.
With the outbreak of the Korean War, the DPRK shifted to wartime mobilization, directing labor and materials toward military needs. The conflict also reshaped social relations as displacement and violence reduced space for independent economic actors, reinforcing the state’s drive for tighter control over production and distribution.
The Korean Armistice Agreement halted large-scale fighting, leaving the peninsula divided and the DPRK heavily damaged. In the war’s aftermath, North Korea moved to rebuild through state plans and expanded “socialization” of the economy, including pushing agriculture toward collective forms built on the earlier land reform and nationalization foundation.
Land Reform and Nationalization Campaigns in North Korea (1945–1953)
