The meeting aimed to support implementation of the June 2000 summit agreements and signaled broader diplomatic normalization efforts. It also showed that inter-Korean engagement was spreading beyond summit-level symbolism into routine state-to-state contact.

Construction began on the Kaesong Industrial Complex, an industrial zone in North Korea supported by South Korean capital and management. The project was designed to combine South Korean investment with North Korean labor, creating shared economic interests. It became one of the most important long-term institutions produced by Sunshine Policy-era engagement, even though it later faced repeated political shocks.
