Seoul held the 10th Asian Games using many of the venues later used for the Olympics. The event served as a major rehearsal for security, broadcasting, and managing large international crowds, helping organizers test systems ahead of 1988.
Mass pro-democracy protests in June 1987 pressured the government to accept constitutional change and expand civil liberties. The movement helped open the political system ahead of the Olympics, shaping how South Korea would be seen internationally as it hosted global visitors and media.

South Korea and the Soviet Union agreed to establish full diplomatic relations in 1990. This was a major turning point in South Korea’s “Northern policy” approach, reducing Cold War isolation and opening new political and economic channels beyond its traditional allies.
South Korea and North Korea joined the United Nations on the same day. Membership gave South Korea a broader platform for diplomacy and signaled a shift toward more formal international recognition of the two states’ separate governments during the late Cold War transition.
Representatives of North and South Korea signed the “Agreement on Reconciliation, Non-Aggression, and Exchanges and Cooperation,” often called the South–North Basic Agreement. It set out rules for reducing hostility and expanding exchanges, building a framework for inter-Korean relations in the early 1990s.
North and South Korea signed a joint declaration aimed at keeping the Korean Peninsula free of nuclear weapons, including commitments not to test, produce, or deploy nuclear weapons. Although later verification disputes limited implementation, the declaration became a key reference point in later nuclear diplomacy.
After ratification, the South–North Basic Agreement took effect, formally activating its commitments on reconciliation, non-aggression, and exchanges. This marked a short period when institutional cooperation looked more possible, even as deep security disputes remained.
South Korea and the People’s Republic of China established diplomatic relations, ending decades of non-recognition shaped by the Cold War. This step greatly expanded South Korea’s reach in Northeast Asia and became a defining outcome of its broader internationalization drive after the Seoul Olympics.
