In August 2002, Iranian opposition figures publicly disclosed the existence of major nuclear facilities at Natanz (for uranium enrichment) and Arak (linked to heavy-water production). The disclosures intensified international scrutiny and helped trigger a new phase of IAEA investigations into Iran’s previously undeclared nuclear activities.
On 21 October 2003, Iran reached an understanding with France, Germany, and the United Kingdom (the “EU-3”) aimed at reducing tensions over its nuclear program. The talks set the stage for Iran to take confidence-building steps, including cooperation with the IAEA and steps related to uranium enrichment, while negotiations continued.
On 18 December 2003, Iran signed the Additional Protocol to its safeguards agreement with the IAEA. The Additional Protocol is a legal instrument that gives inspectors expanded access and information, designed to help confirm that nuclear material is not being diverted to non-peaceful uses.
On 15 November 2004, Iran and the EU-3 concluded the Paris Agreement as a framework to continue negotiations. Iran agreed to a suspension of enrichment-related and reprocessing activities as a confidence-building measure, while talks aimed at a longer-term arrangement.
On 24 September 2005, the IAEA Board of Governors adopted a resolution finding Iran in “non-compliance” with its safeguards obligations. This finding increased the likelihood that the dispute would move from technical inspections toward UN Security Council action.
On 4 February 2006, the IAEA Board voted to report Iran’s safeguards file to the UN Security Council. This marked a major shift from agency-level dispute resolution toward potential binding UN measures, including sanctions.
On 31 July 2006, the UN Security Council adopted Resolution 1696 demanding that Iran suspend enrichment-related activities verified by the IAEA. The resolution signaled that the Council would consider further measures if Iran did not comply, increasing pressure for a negotiated solution.
On 23 December 2006, the Security Council unanimously adopted Resolution 1737, imposing sanctions tied to Iran’s nuclear and missile-related activities. The measures included restrictions on sensitive nuclear-related transfers and asset freezes, aiming to push Iran back toward compliance and negotiations.
On 24 March 2007, the Security Council unanimously adopted Resolution 1747, expanding sanctions after Iran did not meet prior demands. The resolution broadened asset freezes and added other restrictions, reinforcing a pattern of escalating UN pressure alongside ongoing diplomacy.
On 9 June 2010, the Security Council adopted Resolution 1929, adding a further round of sanctions in response to Iran’s continued non-compliance with earlier resolutions. The step underscored that the dispute was not resolving through technical talks alone and remained a major international security issue.
On 24 November 2013, Iran and the P5+1 (China, France, Russia, the United Kingdom, the United States, plus Germany) reached the Joint Plan of Action in Geneva. The interim deal aimed to pause and roll back parts of Iran’s nuclear activities in exchange for limited, temporary sanctions relief, creating time to negotiate a comprehensive agreement.
On 20 January 2014, implementation of the Joint Plan of Action began. This operationalized the “freeze-for-relief” approach: Iran took specified nuclear steps, while the United States and partners began limited sanctions relief as negotiations continued toward a final agreement.
On 2 April 2015, Iran and the P5+1 announced a framework in Lausanne describing key parameters for a comprehensive agreement. The framework outlined limits on enrichment capacity and stockpiles, changes to facilities such as Fordow and Arak, and enhanced monitoring intended to build confidence in the peaceful nature of Iran’s program.
On 14 July 2015, Iran and the E3/EU+3 finalized the Joint Comprehensive Plan of Action (JCPOA) in Vienna. The agreement traded long-term, detailed restrictions and verification measures for nuclear-related sanctions relief, aiming to close pathways to producing fissile material for a nuclear weapon while allowing a monitored civil program.
On 20 July 2015, the UN Security Council unanimously adopted Resolution 2231 endorsing the JCPOA and setting a timetable for lifting prior UN nuclear-related sanctions if Iran met its commitments. The resolution also created a “snapback” process to restore UN sanctions if Iran were found in significant non-performance, embedding enforcement into the deal’s final structure.
