In the aftermath of Iran’s 1979 revolution, Ayatollah Ruhollah Khomeini ordered the creation of the Islamic Revolutionary Guard Corps (IRGC). It was meant to unify revolutionary armed groups and act as a counterweight to Iran’s regular military, which the new leaders distrusted. This decree set the foundation for a parallel security institution tied directly to protecting the new political order.
The Basij (a mass volunteer militia) emerged as an organization aligned with the revolution and later became an IRGC-affiliated force. In practice, it expanded the IRGC’s reach into neighborhoods, workplaces, and schools through recruitment and mobilization. Over time, the Basij also became a key tool for internal security, including crowd control and protest suppression.
Iran’s new constitution, approved by referendum, gave the IRGC a permanent place in the state’s security structure. It distinguished between the regular military’s role in defending territory and the IRGC’s mission of safeguarding the Islamic Revolution itself. This legal foundation helped the IRGC endure and grow rather than remain a temporary revolutionary force.
When Iraq invaded Iran in 1980, the IRGC and Basij became central to Iran’s defense and wartime mobilization. The war pushed the IRGC to develop command structures, battlefield experience, and independent capabilities alongside (and sometimes in competition with) the regular army. These wartime changes helped transform the IRGC from a revolutionary militia into a major armed force.
Soon after the revolution, the IRGC developed an external-operations capability that came to be known as the Quds Force. According to major reference accounts, its first distinct activity occurred in 1982 in Lebanon during the Lebanese Civil War, supporting partners aligned with Iran’s interests. This marked a lasting shift: the IRGC’s mission increasingly included building influence beyond Iran’s borders.
After the Iran–Iraq War ended, Iran’s leadership encouraged the IRGC to take on reconstruction and self-sufficiency tasks. These responsibilities created channels for the Guard to enter construction, engineering, and state contracting, linking security institutions with large-scale economic projects. This period helped normalize the idea that the IRGC could be both a military force and a major economic actor.
Khatam al-Anbiya Construction Headquarters became the IRGC’s flagship engineering and contracting arm during the postwar era. It helped the Guard institutionalize an economic base by winning major infrastructure and industrial projects, strengthening its financial independence and political leverage. This development tied the IRGC more deeply to Iran’s domestic economy and state planning.
In a landmark privatization deal, a consortium linked to the IRGC purchased a controlling stake (50% plus one share) in the Telecommunication Company of Iran (TCI). The acquisition increased the Guard’s influence in a strategic sector connected to communications infrastructure and surveillance capacity. It also became a widely cited example of how IRGC-linked entities used privatization to expand economic power.
The UN Security Council adopted Resolution 1929, tightening sanctions related to Iran’s nuclear activities and expanding restrictions affecting Iranian entities linked to proliferation-sensitive work. Public summaries of the resolution describe tighter financial and shipping restrictions and specific concern about organizations associated with the IRGC. These measures reinforced the international view that the IRGC was central to sensitive state programs and sanction-evasion risks.
The United States formally added the IRGC to its Foreign Terrorist Organization (FTO) list, an unprecedented step for a state military component. The designation increased legal and financial risks for businesses and individuals dealing with the IRGC and highlighted Washington’s view of the Guard as a driver of regional militancy. Iran responded with retaliatory labeling of U.S. forces, escalating tensions.
Quds Force commander Qasem Soleimani was killed in a U.S. drone strike near Baghdad International Airport. The event removed a highly influential figure associated with the IRGC’s regional network-building and support to allied armed groups. It also triggered a new period of heightened U.S.–Iran confrontation and uncertainty about how the IRGC would project power abroad.
Canada formally listed the IRGC as a terrorist entity under its Criminal Code. The move expanded Canadian authorities’ ability to freeze assets and pursue terrorism-financing offenses involving the IRGC. It also added pressure for broader alignment among Western partners on how to treat the IRGC’s military, economic, and transnational activities.
The Council of the European Union decided to add the IRGC to the EU terrorist list. The decision brought asset-freeze measures and prohibitions on making funds or economic resources available to the group within EU jurisdictions. This step marked a major shift in how a key economic and military institution of Iran would be treated by European regulators and financial systems.
