Israel declared independence as the British Mandate ended and the first Arab–Israeli war began. In this early period, the new authorities removed many of the Mandate-era limits on Jewish immigration, setting the stage for large-scale arrivals. The immediate challenge became how to house, feed, and employ a rapidly growing population during wartime and state-building.
Food and basic goods were rationed as shortages worsened during the war and its aftermath. Rationing quickly became part of everyday life and foreshadowed a broader austerity policy meant to stabilize the economy while the state absorbed immigrants. These conditions shaped how immigrant absorption worked in practice, especially for families placed in temporary camps.
In the spring of 1949, the government adopted an austerity policy known as tzena, expanding controls and rationing to manage scarce resources. The policy aimed to prevent economic collapse while immigration surged. Austerity intensified pressure on housing and employment systems that were already stretched by new arrivals.
Israel began a major airlift bringing Yemenite Jews (and some from nearby areas) to Israel via Aden. The operation, often called Operation Magic Carpet or “On Wings of Eagles,” ran from mid-1949 into 1950 and brought tens of thousands. The sudden arrivals increased the need for emergency housing and health services, accelerating the move toward organized transit-camp systems.
Facing severe overcrowding in early immigrant camps, officials advanced the idea of ma'abarot (transit camps) to provide temporary housing while pushing immigrants toward self-support. The plan aimed to shift from full institutional support toward employment and community structures such as schools and clinics. In practice, many camps still suffered from poor sanitation, job shortages, and limited utilities.
The Knesset passed the Law of Return, establishing that every Jew has the right to immigrate to Israel. The law became a central legal pillar for mass aliyah (Jewish immigration), turning an emergency wartime influx into a long-term state policy. It also left key questions—especially how to define “who is a Jew”—to be addressed later through practice and additional laws.
After mass registration for emigration in Iraq, Israel and partners began airlifting Iraqi Jews, with flights starting in mid-1951. The operation moved well over 100,000 people by early 1952. This major migration further tested Israel’s absorption capacity and reinforced policies that combined legal eligibility (Law of Return) with large state-directed housing and settlement programs.
By the end of 1951, transit camps and other temporary housing frameworks held hundreds of thousands of people—around one-sixth of Israel’s population in some estimates. Many residents were immigrants from Middle Eastern and North African countries, and unemployment in some camps was extremely high. The scale of the ma'abarot turned “temporary” housing into a longer-lasting social and political issue.
Israel enacted the Citizenship Law (also called the Nationality Law), creating formal rules for who could become an Israeli citizen and how. Together with the Law of Return, it shaped the core legal framework: Jewish immigrants could arrive under the Law of Return, while citizenship rules addressed additional categories and procedures. The law helped standardize state membership during a period of fast demographic change.
A 1954 amendment added limits to the Law of Return by excluding people with certain criminal pasts who were considered likely to endanger public welfare. This change shows how an “open door” immigration principle was balanced with security and public-order concerns. It also signaled that immigration policy would be adjusted as the state moved from emergency absorption to longer-term governance.
Riots broke out in Haifa’s Wadi Salib neighborhood after police shot a Moroccan Jewish resident during an attempted arrest. Protesters accused authorities of discrimination, and unrest spread beyond the neighborhood. The events drew national attention to poverty and unequal treatment experienced by many immigrants from North Africa and other regions, including those who had passed through ma'abarot and peripheral housing.
By 1963, the final ma'abara was dismantled, marking the end of the transit-camp system that had housed many immigrants in the early state years. Over time, many camps were transformed into permanent neighborhoods or development towns, changing Israel’s settlement map and social geography. The closure marked a shift from emergency absorption toward longer-term housing and integration structures—though the social effects of the ma'abarot period continued.
