During the June 1967 Arab–Israeli war, Israel captured the Golan Heights from Syria, including the Shebaa Farms area (also called Mount Dov in Israel). This military outcome is the starting point for the modern dispute because Israel’s control began in a war with Syria, while Lebanon later argued the land was Lebanese.
Israel passed the Golan Heights Law, extending Israeli law and administration to the territory it had occupied since 1967. The UN Security Council responded that this step had no international legal effect, reinforcing that the area remained “occupied” under international law in the UN view. This matters because Israel’s legal position and the UN’s legal position diverged sharply after 1981.
In May 2000 Israel withdrew from most of southern Lebanon. The UN then identified a temporary “Blue Line” to verify the withdrawal (it was not meant to be a final international border). The Shebaa Farms area was left outside the withdrawal line, helping turn it into a focal point for competing territorial claims and ongoing friction.
On June 16, 2000, the UN Secretary-General concluded Israel had met the requirements for withdrawal from Lebanon as measured against the UN’s withdrawal line, and the Security Council endorsed that conclusion on June 18. Lebanon and Syria told the UN that Shebaa Farms belonged to Lebanon, while the UN treated the area as linked to the Golan Heights question rather than the Lebanon withdrawal. This UN position made Shebaa Farms a long-term “gray zone” for conflict and diplomacy.
After the 2000 withdrawal, the disputed area became a recurring site of attacks and retaliations between Hezbollah and Israel. The dispute mattered politically because Hezbollah argued that “resistance” was still needed while any Lebanese-claimed land remained under Israeli control, while Israel and the UN said the 2000 withdrawal obligations were met. These years helped set the stage for larger escalations later.
In UN reporting on Lebanon’s sovereignty and armed groups, the Shebaa Farms dispute was repeatedly cited as a core justification used by Hezbollah for remaining armed. The UN also reaffirmed that it had verified Israel’s 2000 withdrawal from Lebanon based on the UN-identified line, even while noting Lebanon’s position on Shebaa Farms. This framing shaped later debates over disarmament and state authority in southern Lebanon.
On July 12, 2006, a Hezbollah cross-border raid and Israel’s response escalated into the 34-day Lebanon War. The conflict increased the urgency of preventing border incidents—especially around disputed spots like Shebaa Farms—from spiraling into wider war. It also intensified international pressure for a structured ceasefire framework.
On August 11, 2006, the UN Security Council adopted Resolution 1701 to end the war and stabilize the border. It emphasized full respect for the Blue Line and expanded UNIFIL’s role alongside the Lebanese Armed Forces, while also pointing toward eventual border and dispute resolution. Although it reduced large-scale fighting for years, it did not settle the Shebaa Farms sovereignty question.
In January 2015, Hezbollah attacked an Israeli military convoy in the Shebaa Farms area with anti-tank missiles, killing Israeli soldiers; a UN peacekeeper was also killed during the episode. The incident showed how quickly violence near the disputed area could spread beyond the immediate clash. It reinforced the pattern of Shebaa Farms functioning as a flashpoint under the larger Israel–Hezbollah conflict.
On September 23, 2023, Lebanese and Israeli forces exchanged tear gas during a confrontation linked to earthworks near the Blue Line in the Chebaa/Shebaa Farms–Kfar Chouba area. Each side accused the other of crossing or violating the withdrawal line. The event illustrated how non-lethal actions—construction and barrier removal—can still create rapid military escalation risks in disputed terrain.
Beginning October 8, 2023, cross-border attacks intensified as the Gaza war triggered a major spillover on the Israel–Lebanon front. Fighting included repeated strikes and launches across the Blue Line, increasing the risk that disputed land areas—such as Shebaa Farms—could become triggers for broader escalation. This period shifted the dispute from intermittent flare-ups toward prolonged, high-tempo conflict dynamics.
On November 26, 2024, a ceasefire was announced after major escalation on the Israel–Hezbollah front, and diplomats again emphasized Resolution 1701 as a framework for reducing border violence. The ceasefire highlighted a key unresolved problem: without agreed land-border demarcation (and with disputes like Shebaa Farms), even a ceasefire can be fragile. The outcome marked a transition from battlefield escalation back to contested implementation and monitoring.
In late August 2025, reporting on a UN Security Council decision indicated UNIFIL’s mandate was extended for 16 months with an “orderly and safe withdrawal” planned by the end of 2026. Because UNIFIL plays a central role in monitoring violations along the Blue Line, a planned drawdown raises major questions about how border incidents—especially around disputed areas like Shebaa Farms—will be managed. This development underscored that the dispute’s legacy is not only territorial, but also institutional: who monitors and defuses crises.
