Abdulaziz (Ibn Saud) began building the Ikhwan, a religious-military brotherhood, to create a more reliable fighting force than loosely allied tribes. Ikhwan settlers were placed in new communities (hijrahs), which helped concentrate manpower and strengthen discipline. This became a key foundation for later state military institutions.
The Uqair Protocol helped define boundaries between Najd (under Ibn Saud), Iraq, and Kuwait after cross-border raiding became a regional security problem. By fixing borders and creating neutral zones, the agreement increased pressure on Ibn Saud to restrain irregular fighters and move toward more controlled security forces. Border-making also tied military behavior more closely to diplomacy.
At Turubah, forces aligned with Ibn Saud—supported by Ikhwan fighters—defeated Hashemite troops in a battle that helped shift momentum in the struggle for western Arabia. The campaign highlighted how Ibn Saud relied on Ikhwan fighting strength for major operations, even as their autonomy created long-term control problems. The results helped open the way toward the Hejaz.
Ibn Saud’s forces captured Mecca, a major turning point that strengthened his political and religious standing. Control of the holy city also increased the need for organized security arrangements, including policing and protection of pilgrimage routes. The Hejaz campaign linked battlefield success to the practical demands of governing.
After Mecca fell, Jeddah and Medina eventually surrendered, bringing the Hejaz under Ibn Saud’s control. Holding the Red Sea port and major cities raised new requirements for garrisons, supply, and coordination—needs that ad hoc tribal raiding forces could not meet well. This consolidation set the stage for more formal military administration.
Ibn Saud was proclaimed King of the Hejaz, ruling Hejaz and Najd as separate administrative units for a time. Governing two major regions increased the need for standing security forces answerable to the central ruler rather than independent tribal leaders. This political step pushed military organization toward state structures.
Tensions with the Ikhwan grew as Ibn Saud limited raids and accepted technologies and state practices that Ikhwan leaders opposed. The conflict turned into open revolt, showing that a state could not rely indefinitely on semi-independent religious-tribal fighters. The revolt became a key catalyst for building more centralized military control.
Britain and Ibn Saud signed the Treaty of Jeddah, recognizing the independence and sovereignty of Ibn Saud’s realm (then the Kingdom of Hejaz and Najd). In return, Ibn Saud committed to stopping raids on neighboring British-protected territories. The treaty made military discipline a foreign-policy necessity and raised the stakes for controlling irregular forces.
A royal order created a central Military Affairs Administration to address military issues and build a stronger, more organized army. The force was organized into units such as machine gun, infantry, and artillery, reflecting a shift toward modern formations and away from purely tribal mobilization. This step signaled a move from conquest armies to state defense institutions.
At the Battle of Sabilla, Ibn Saud’s forces decisively defeated the rebel Ikhwan in one of the revolt’s major engagements. The battle is often described as marking the end of large-scale tribal uprisings against Ibn Saud’s authority. After Sabilla, consolidating state power became more important than further territorial expansion, accelerating institutional military development.
Ibn Saud issued a decree unifying his domains into the Kingdom of Saudi Arabia. A unified state required unified armed forces that could protect borders, ports, and internal order under central command. This political unification strengthened the case for permanent military administration and training systems.
As troop numbers and administrative burdens grew, the government created a Defense Agency to support and modernize military management. This helped standardize organization and distribute detachments across cities and seaports. The change reflects a shift from campaign-focused forces to routine defense and security responsibilities.
Saudi Arabia created a formal Ministry of Defense (later Defense and Aviation), replacing earlier arrangements and strengthening centralized control over military affairs. A cabinet-level ministry made long-term planning, procurement, and training easier to coordinate. This marked a major step toward a modern state defense system.
Saudi military aviation was reorganized into a more formal air force structure in the early 1950s, reflecting growing interest in modern military technology and external training. This reorganization helped separate aviation into a specialized service with its own personnel pipeline and equipment needs. Building air capability also increased dependence on foreign training and technical support.
The U.S. Military Training Mission (USMTM) was formally established to train, advise, and support the development of Saudi armed forces through security assistance programs. This institutionalized a long-term pattern: modernization through foreign instructors, standardized training, and externally sourced equipment. It also signaled that Saudi defense planning was becoming more professional and internationally connected.
