In 1497, John Cabot sailed from England and reached the Northwest Atlantic, reporting exceptionally rich fishing grounds. Those reports helped accelerate seasonal fishing voyages from several European countries, setting the stage for large-scale cod fishing around Newfoundland.
Basque crews from Spain and France were experienced Atlantic sailors who joined the seasonal fishery in Newfoundland and Labrador waters. Sources describe Red Bay coming to Basque attention in the 1520s during nearby cod fishing, and then shifting toward whaling as they recognized the opportunity in the Strait of Belle Isle.
By the 1520s, European crews were already making repeated trips to Newfoundland’s waters. Records cited by Newfoundland and Labrador’s Heritage site note vessels from Normandy, Brittany, and Portugal at St. John’s as early as 1527, showing how quickly a migratory (seasonal) fishery developed.
In the 1530s, Basque mariners established a major seasonal whaling station at Red Bay (then known as “Gran Baya”) on the Strait of Belle Isle. They hunted whales close to shore, butchered them, and rendered blubber into oil in onshore “tryworks” (furnaces), turning the site into a hub of early industrial-scale production.
After about 1540, Basque fishers from northern Spain began visiting Newfoundland and Labrador waters regularly as part of a migratory fishery—crossing the Atlantic seasonally and returning to Europe. The same period saw strong Basque participation in whaling in the Strait of Belle Isle, using ports like Red Bay and other southern Labrador harbours as seasonal bases.
In 1565, the Basque whaling galleon San Juan was lost at Red Bay. The wreck became one of the best-known archaeological finds linked to the Basque fishery, helping historians reconstruct ship design, shipboard life, and the logistics needed to run a transatlantic whaling operation.
By the mid-to-late 1500s, Basque whaling in southern Labrador scaled up to large seasonal operations, with many ships and hundreds of workers each year. Research using historical and archaeological evidence indicates whaling peaked in the 1570s, and that Red Bay became especially important—hosting about half of Basque whaling ships in that decade.
From about 1585 to 1604, Spain’s war with England drew ships and crews into military demands and raised risks for Atlantic travel. Newfoundland and Labrador’s Heritage site notes this conflict as a major reason Basque cod-fishing visits ended in the early 1600s, weakening the Basque presence in the region’s seasonal fisheries.
Even before 1600, sources describe a sharp drop in catches and a decline after a late-1500s peak, linked to heavy hunting pressure. UNESCO and academic research both note that Red Bay’s station operated for roughly 70 years and ended as local whale populations were depleted, pushing Basque activity to other areas or different fisheries.
By the early 17th century, Basque activity in Newfoundland and Labrador fisheries had diminished greatly compared with the 1500s. The Newfoundland and Labrador Heritage site links this decline to a mix of factors, including conflict at sea and changing economic and environmental conditions, while noting that Basque whaling itself ended in the early 1600s in this region.
In 1713, the Treaty of Utrecht transferred Newfoundland to Great Britain while allowing French fishermen limited rights to catch and dry fish along a defined section of coast. This diplomatic settlement mattered because it formalized how European powers would compete for Atlantic Canadian fisheries after the earlier, more open seasonal fishery era.
In 1979, Canada designated Red Bay as a National Historic Site, reflecting the importance of its underwater and shoreline remains. This recognition helped protect evidence of 16th-century Basque whaling—shipwrecks, processing areas, and associated artifacts—so the fishery’s scale and methods could be studied and interpreted for the public.
In 2013, UNESCO added the Red Bay Basque Whaling Station to the World Heritage List. The designation highlighted Red Bay as one of the earliest and best-preserved archaeological records of Europe’s pre-industrial transatlantic whaling, closing the story with a major international commitment to preserve and interpret this colonial-era fishery legacy.
