Parliament passed the Naval Service Act, creating a Canadian navy under federal control. The law became an early flashpoint in federal–provincial and regional debates about how Canada should share national responsibilities and power—debates that later reappeared in Senate reform and constitutional negotiations.
The federal government created the Rowell–Sirois Commission to study Canada’s economic and political system during the Great Depression. Its work helped frame later arguments that federal institutions, including the Senate, should better balance regional interests and federal–provincial relations.
The Constitution Act, 1965 changed Senate tenure by requiring senators appointed after the change to retire at age 75. This was one of the few concrete Senate reforms achieved before the modern constitutional amending formulas, and it showed that altering Senate rules can raise constitutional questions.
First ministers met in Victoria and produced a draft constitutional “Charter” that included an amending formula and identified Senate powers and representation as matters requiring special agreement. The talks did not lead to adoption, but they illustrated how Senate reform was tied to wider federal–provincial bargaining about the Constitution.
In the Upper House Reference, the Supreme Court said Parliament could not unilaterally abolish the Senate or change its “fundamental features.” The ruling made clear that major Senate reform engages provincial interests and would require some form of constitutional agreement, shaping later reform strategies.
First ministers reached the Meech Lake Accord, which included a Senate-related compromise: provinces would provide lists for Senate appointments while broader reform was awaited. The accord ultimately failed, but it reinforced the pattern that Senate reform proposals often move as part of larger constitutional packages.
Alberta held a province-wide vote to select a “senator-in-waiting,” an early practical test of the idea of an elected Senate. The vote was not binding on the federal government, but it gave momentum to “Triple-E” (equal, elected, effective) Senate campaigning in Western Canada.
Prime Minister Brian Mulroney recommended the Alberta election winner, Stan Waters, for appointment to the Senate. The appointment showed how political pressure could connect provincial elections to federal appointments, even without a constitutional change.
The Charlottetown Accord proposed an elected Senate and other wide-ranging constitutional changes, and it was put to voters across Canada. Canadians rejected the accord in the October 26, 1992 referendum, and the defeat weakened political appetite for large federal–provincial constitutional deals for many years.
The federal government introduced Bill S-4 to limit new senators to eight-year terms. The bill became a focal point for arguments about whether Parliament could change Senate tenure without provincial consent, keeping Senate reform active even as broader constitutional negotiations stayed politically difficult.
Bill C-20 proposed a federal process to consult voters about preferred Senate appointees, aiming to add elections indirectly while keeping formal appointment rules. Its design foreshadowed later court findings that “consultative” elections can still amount to constitutional change.
Bill C-7 combined proposed consultative elections with proposed Senate term limits. By packaging these changes in ordinary legislation, the federal government tested the boundary between Parliament’s authority and the need for constitutional amendments involving provinces.
Liberal leader Justin Trudeau announced that Liberal senators would no longer sit in the Liberal parliamentary caucus. The move did not change the Constitution, but it was an institutional shift meant to reduce partisanship in the Senate and to respond to public criticism of the chamber’s legitimacy.
The Supreme Court ruled that Parliament cannot unilaterally create consultative Senate elections or impose term limits; these changes require substantial provincial consent under the Constitution’s amending formulas. The Court also held that abolishing the Senate would require unanimous provincial consent, effectively resetting the legal ground rules for reform campaigns.
The federal government launched a new, arm’s-length appointments process by creating the Independent Advisory Board for Senate Appointments and beginning a transitional selection phase. Rather than changing the Constitution, this reform aimed to change how prime ministers choose nominees, shifting the Senate toward less partisan appointments within existing constitutional rules.
Non-affiliated senators organized as the Independent Senators Group (ISG), reflecting the growing number of senators appointed outside party caucuses. The ISG’s formation marked a practical outcome of post-2014 reform efforts: while constitutional amendment proved difficult, Senate operations and norms still changed through appointments and internal organization.
