In April 1519, Hernán Cortés founded the settlement of Villa Rica de la Vera Cruz on the Gulf Coast. It quickly became the main landing point for Spanish expeditions and the beginning of a long-term Atlantic gateway for New Spain. This early foothold set the stage for Veracruz to grow into the colony’s most important port.
After French corsairs captured ships carrying treasure from Veracruz in 1522, Spain strengthened Atlantic shipping security. The response helped shape escorted convoy sailing that later became known as the Flota de Indias (Indies Fleet). These defenses mattered because Veracruz’s trade was valuable—and vulnerable—almost from the start.
Between roughly 1525 and 1600, the early Veracruz settlement was relocated inland to what is now La Antigua. The move reflected practical concerns such as health, storms, and the challenges of maintaining a coastal foothold. Even with the shift, the Veracruz region remained the key corridor linking the coast to Mexico City.
By the early 1530s, Spanish authorities promoted Acapulco as a major Pacific port, including building an early road connection from Mexico City. This helped create a cross-country trade corridor: goods could move from the Pacific coast to the capital and onward to Veracruz for Atlantic shipping. Acapulco’s rise added a second major seaborne “front door” to New Spain.
In 1535, work began on defensive and port structures on the islet of San Juan de Ulúa, facing Veracruz. The project aimed to improve mooring and protection from both harsh “north wind” storms and maritime attacks. Over time, this strongpoint became central to safeguarding Atlantic commerce entering and leaving New Spain.
In 1565, navigator Andrés de Urdaneta pioneered the tornaviaje (return route) across the Pacific from the Philippines to Mexico. This made regular transpacific shipping workable and anchored Acapulco’s role as the American endpoint of the Manila galleon system. The result was a durable trade circuit connecting Asia, New Spain, and Europe through connected ports and overland routes.
In 1568, English privateers under John Hawkins (with Francis Drake) encountered Spanish forces at San Juan de Ulúa. The fight highlighted how attractive—and contested—the Veracruz trade route had become for rivals and raiders. It reinforced the need for stronger coastal defenses to protect shipping and port infrastructure.
By 1590, Spain launched broader planning for a coordinated “Caribbean system” of defenses that included San Juan de Ulúa. This reflected a shift from ad hoc fortification toward region-wide military engineering, meant to protect the flow of silver and goods through Veracruz. Stronger defenses helped keep Veracruz functioning as New Spain’s primary Atlantic shipping point.
In 1616–1617, Spanish authorities completed the first Fort of San Diego in Acapulco. Its purpose was to defend the harbor and the Manila galleons from piracy and foreign attack. This fortification made Acapulco a more secure node in the Pacific trade network that fed goods across Mexico toward Veracruz.
As the Manila galleon trade matured, Acapulco developed a major commercial fair tied to the arrival of ships from Manila. Asian goods were unloaded and then moved by land toward Mexico City and on to Veracruz for Atlantic shipment. The fair mattered because it turned port arrivals into organized regional markets, linking coastal trade to inland distribution networks.
A major earthquake in 1776 badly damaged Acapulco’s Fort of San Diego. Spain responded by demolishing and rebuilding the fort in a stronger, redesigned form beginning in 1778 and completing it in 1783. The rebuilding showed how seriously colonial authorities took the security of Pacific trade routes and the port’s role in global commerce.
On 12 October 1778, Spain promulgated the Reglamento y Aranceles Reales para el Comercio Libre de España a Indias. The policy loosened older monopoly controls by opening trade among more authorized ports, reshaping how goods moved through key hubs like Veracruz. These Bourbon-era changes increased legal commerce while also changing the balance among regional ports and merchants.
By 1778, the long-running Indies convoy system (Flota de Indias) was ended in the context of the new trade rules. This marked a major shift away from the older, tightly controlled fleet-based shipping structure that had long centered on Veracruz. The change helped reconfigure coastal trade networks, even as Veracruz remained a crucial Atlantic port.
In 1810, rebellion against Spanish rule began in New Spain, beginning a long conflict that disrupted internal transport and coastal commerce. Ports like Veracruz and Acapulco mattered even more because control of harbors affected supplies, customs revenue, and military logistics. The war’s outbreak is a clear endpoint for the “colonial” port system’s stable growth phase.
