After losing the 1871 presidential election, Porfirio Díaz launched the Plan de la Noria to oppose President Benito Juárez’s reelection. The plan promoted “no reelection” and called for rebellion, but it failed. The episode mattered because it introduced Díaz’s public argument against reelection—an idea he would later set aside when he consolidated power.
When President Sebastián Lerdo de Tejada sought reelection, Díaz issued the Plan of Tuxtepec, again rejecting reelection and calling for Lerdo’s removal. This plan became the political banner for an armed movement that brought Díaz and his allies to national power. It marks the opening of the Porfiriato as a new phase of centralized rule.
Díaz’s forces defeated government troops at the Battle of Tecoac, a turning point that broke Lerdo’s ability to hold power. The victory made Díaz the dominant figure in national politics and cleared the way for a new government under his influence. Military success became a foundation for the regime’s later promises of “order” and stability.
Díaz entered the presidency after the Tuxtepec revolt, starting a pattern of strong executive control backed by the army and regional political deals. This first term helped him build networks of loyal officials and demonstrate that he could enforce national authority. The methods used in this period shaped the longer Porfiriato that followed.
Díaz did not serve consecutive terms at this point, and his ally Manuel González took office. Even so, Díaz remained a key power broker, helping preserve the political coalition that supported the regime. This handoff showed how the Porfiriato could manage formal constitutional limits while keeping real control within a close circle.
The Mexican Central Railway opened its main line connecting Mexico City to Ciudad Juárez, strengthening links between the capital and the U.S. border. Railroads lowered transport costs and helped expand exports and internal trade, but they also supported tighter state control over distant regions. This expansion became one of the most visible symbols of Porfirian “modernization.”
Banco Nacional de México (Banamex) was founded in 1884, becoming a major private bank with important ties to government finance. A stronger banking system helped channel credit into commerce, infrastructure, and state operations. At the same time, access to capital was uneven, contributing to economic gaps that later fueled social unrest.
Díaz began a long stretch as president, with repeated reelections that concentrated authority in the national executive. The government emphasized public order, foreign investment, and economic growth, often at the cost of political competition and local autonomy. This return marks the start of the Porfiriato’s most influential decades.
José Yves Limantour became Secretary of Finance, rising as a leading figure among Díaz’s technocratic advisers known as the Científicos. The finance ministry pushed policies aimed at stabilizing budgets and attracting investment, reinforcing a development strategy centered on elites and international capital. This shift helped modernize parts of the economy while sharpening criticism that the regime favored the wealthy and foreign interests.
Opponents of Díaz, including the Flores Magón brothers, founded the Partido Liberal Mexicano (PLM) to organize resistance to dictatorship and social inequality. Working across the U.S.–Mexico border, the PLM spread criticism of the regime and supported labor and political reforms. The party’s organizing helped connect local grievances into a broader national opposition.
Miners at Cananea in Sonora struck over pay and working conditions, including unequal treatment between Mexican and U.S. workers. The strike and its repression became a national warning sign that Porfirian growth was producing harsh labor conflicts. Cananea later became a widely cited precursor to the Mexican Revolution.
Textile workers in Río Blanco, Veracruz, rose up during a broader labor dispute, and the confrontation turned violent. The event highlighted how the state often backed employers and public order over workers’ demands. Together with other strikes, Río Blanco strengthened the sense that peaceful reform under Díaz was unlikely.
In a widely read 1908 interview with journalist James Creelman, Díaz suggested Mexico was ready for opposition politics and indicated he would not run again. Many Mexicans took this as a sign that change might be possible through elections, which encouraged political organizing. When the regime later moved to control the 1910 election, expectations turned into anger and rebellion.
After being jailed during the 1910 election conflict, Francisco I. Madero escaped and published the Plan of San Luis Potosí. It declared the election fraudulent and called for an uprising on November 20, 1910. The plan provided a clear political message and start date that helped turn scattered resistance into a revolution against the Porfirian state.
Díaz’s government and Madero’s forces signed the Treaty of Ciudad Juárez to stop the initial fighting. The agreement set Díaz’s resignation in motion and installed Francisco León de la Barra as interim president while elections were planned. Although it reduced immediate violence, it did not resolve deeper issues like land reform, leaving major conflicts ahead.
Díaz resigned the presidency and left Mexico, closing the political era that had centered on his rule and reelections. His departure marked a clear outcome: the Porfirian model of “order” through centralized authority collapsed under revolutionary pressure. The transition opened a new, unstable phase as Mexico struggled to define a post-Porfiriato political and social order.
