After the Confederate States formed, its leaders tried to fund the war quickly through loans and printed paper money rather than strong tax collection. This choice helped the new government function in the short term, but it also set up later problems of inflation and shortages at home. The home-front economy became tightly tied to the army’s needs.
The United States declared a naval blockade of Confederate ports, limiting the Confederacy’s ability to export cotton and import manufactured goods. Over time, the blockade tightened and reduced access to salt, medicines, and many everyday items. This increased prices and made it harder for cities to feed growing refugee populations.
To get resources without relying only on cash, Confederate officials used “produce loans,” exchanging government bonds for agricultural goods like cotton and other products. These efforts aimed to bring real supplies into government hands and reduce pressure on the shaky currency system. They also tied farmers and planters more directly to Confederate war finance.
The Confederate Congress enacted an early national tax law to raise revenue for the war. In practice, tax collection was uneven and often fell short of what the government needed, leaving officials dependent on printing more currency and borrowing. This weakened confidence in Confederate money and contributed to rising prices for civilians.
The Confederate government adopted conscription, requiring many white men to serve in the army. As more men left farms and workshops, food production and local manufacturing suffered, especially where enslaved labor could not fully replace skilled work. Families faced heavier workloads, fewer wage earners, and growing hardship as the war continued.
The Confederate government formally authorized the Treasury to exchange bonds for “articles in kind” needed for the war effort. This helped officials obtain supplies when paper money was losing value and markets were unstable. It also signaled a shift toward more direct state involvement in moving goods from civilians to the military.
The Confederacy tried to raise money overseas by selling bonds backed by cotton, known as the Erlanger Loan. The plan brought in some funds, but it could not solve the larger problems of blockade restrictions, shrinking production, and weakening confidence in Confederate success. As military fortunes turned, the bonds’ value became unstable.
With armies requiring steady food and materials, the Confederate Congress passed a law allowing officials to take (impress) goods like food and fuel for military use, paying set or negotiated prices. Many civilians saw the process as unfair, especially when prices set by boards were below local market rates. Complaints and resistance grew as people felt the government was taking too much from those already struggling.
On April 2, 1863, hungry residents—many of them women—rioted in Richmond, Virginia, as food shortages and high prices worsened. The disturbance showed how inflation, transportation breakdowns, and military demands could push civilians to open protest. Confederate leaders responded with force and promises, but the deeper supply problems continued.
To feed the army without relying on collapsing currency, the Confederacy adopted a “tax-in-kind,” generally requiring about one-tenth of certain farm products. While the policy brought real goods into government stores, it also created conflict over assessments, transportation, spoilage, and fairness. Many farmers felt squeezed between impressment agents, taxes, and rising costs for tools and necessities.
In 1864, the Confederate government attempted to slow inflation by requiring holders of older treasury notes to exchange them for new notes or bonds under the Funding Act. The policy signaled desperation and further shook public trust in paper money. For many households, savings in Confederate currency lost value quickly, making daily purchases and rent harder to afford.
From mid-November to late December 1864, Union forces marched from Atlanta to Savannah, destroying rail lines and seizing food and livestock. The campaign targeted the Confederacy’s ability to supply armies by damaging transportation and local reserves. For civilians, it meant sudden loss of stored food, tools, and shelter, worsening hardship during the final winter of the war.
On April 9, 1865, Robert E. Lee surrendered the Army of Northern Virginia at Appomattox Court House, a turning point that signaled the Confederacy’s imminent defeat. As Confederate authority collapsed, its paper currency became effectively worthless and wartime systems like impressment and tax-in-kind unraveled. For many civilians, the war ended with debt, destroyed infrastructure, and an urgent struggle to secure food and rebuild local economies.
