The Confederation Congress accepted Virginia’s transfer of its claims to lands northwest of the Ohio River. This created a federal “public domain” that Congress could govern and sell, rather than leaving western expansion to competing state claims. It set the stage for national rules on settlement and future statehood.
Congress adopted a plan—drafted by a committee led by Thomas Jefferson—for turning western lands into new states rather than permanent colonies. It proposed steps toward self-government and eventual statehood, though key ideas (including an anti-slavery clause) were removed during debate. Even with changes, it became an important blueprint for later territorial policy.
Congress passed a land law that required federal surveyors to measure western lands in a regular grid of townships and sections. This made land sales more orderly and helped create a reliable method for describing property boundaries. The approach shaped how much of the future Midwest would be divided and sold.
U.S. troops constructed Fort Harmar at the mouth of the Muskingum River (across from present-day Marietta, Ohio). The fort helped protect federal survey work and supported the federal goal of limiting unauthorized settlement until lands could be surveyed and sold. It became an early symbol of federal authority in the Ohio Country.
The Confederation Congress adopted the Northwest Ordinance, creating the Territory northwest of the Ohio River and laying out a process for creating new states. It set a three-stage path from appointed territorial government to statehood, and included a bill of rights plus an anti-slavery provision. The ordinance became a lasting model for U.S. expansion and governance in later territories.
A federal purchase agreement was finalized with the Ohio Company of Associates for a large tract along the Ohio and Muskingum Rivers. This tied the new territorial policy to real settlement by linking land sales, planned town development, and provisions for schools. The deal also encouraged organized migration into the Northwest Territory.
A party of Ohio Company settlers arrived and founded Marietta, widely recognized as the first organized American settlement in the new Northwest Territory. Its establishment showed that Congress’s land-and-government system could attract settlers and create functioning communities. Marietta also served as an early hub for further migration into Ohio.
Governor Arthur St. Clair proclaimed Washington County, with its seat at Marietta, as the first county in the Northwest Territory. Creating counties was a practical step toward civil government: courts, local administration, and recordkeeping for land claims. This helped transform frontier settlements into governed communities under U.S. law.
U.S. forces under Major General Anthony Wayne defeated a confederation of Native nations at the Battle of Fallen Timbers near the Maumee River. The victory weakened armed resistance to U.S. settlement in much of present-day Ohio and helped force negotiations over land boundaries. It marked a major turning point in the struggle for control of the Northwest Territory.
After Fallen Timbers, the United States and leaders from multiple Native nations signed the Treaty of Greenville. The treaty established a new boundary line and included major land cessions, especially in present-day Ohio, while also creating arrangements such as exchanges of prisoners and ongoing U.S. payments (annuities). It accelerated U.S. settlement while reshaping Native landholding and political power in the region.
Congress passed an act dividing the Northwest Territory, creating the Indiana Territory to govern lands west of what would become Ohio. This change reflected population growth and the difficulty of managing a huge area from one territorial government. It also signaled that Ohio was moving toward statehood as the eastern portion of the old territory became more settled.
Congress passed the Enabling Act of 1802, allowing residents in the eastern part of the Northwest Territory to elect delegates and write a state constitution. This followed the Northwest Ordinance’s basic promise that territories could become states once they reached key population and governance milestones. It moved Ohio from territorial administration toward full membership in the Union.
Elected delegates met at Chillicothe to draft a constitution for the new state. The convention’s work created the framework for Ohio’s state government, translating federal enabling legislation into a working state system. This step completed the core political requirement for statehood under the Northwest Ordinance model.
Ohio’s new state government began operating on March 1, 1803, a date later formally recognized by Congress as Ohio’s admission date. With Ohio’s statehood, the Northwest Territory ceased to exist, and remaining lands not included in Ohio were governed under the Indiana Territory. This marked the successful completion of the Northwest Ordinance’s state-creation process for the first state carved from the Old Northwest.
