U.S. negotiator Robert R. Livingston expected to discuss buying New Orleans, but French officials unexpectedly suggested selling the entire Louisiana territory. France’s shift reflected strategic pressures in Europe and the Americas and created a short decision window for the United States. This surprise offer set the stage for a purchase that would reshape U.S. borders and governance.
American envoys James Monroe and Robert R. Livingston signed a treaty with France to acquire the Louisiana territory. The deal transferred a vast region west of the Mississippi River for $15 million, roughly doubling the size of the United States. The treaty text left some boundaries unclear, which later added pressure for exploration and diplomacy.
The U.S. Senate voted to approve the treaty with France, a key constitutional step for making the purchase legally binding. The vote (24–7) showed that expansion had strong support but also real opposition. Approval cleared the way for the federal government to pay for the purchase and begin organizing the new lands.
Although France and the United States had agreed to the purchase months earlier, Spain still controlled Louisiana on the ground. Spanish officials formally transferred the colony to France in New Orleans. This handoff was a necessary step before France could deliver the territory to the United States.

Congress passed a law to begin civil government across the purchase by dividing it into two parts: the Territory of Orleans (south) and the District of Louisiana (north). The law provided temporary governing structures, aiming to replace ad hoc military control with U.S. territorial administration. This was an early blueprint for turning purchased land into organized U.S. territories.
The Corps of Discovery left the St. Louis area to explore routes, resources, and Native nations across the newly acquired lands and beyond. Their journey produced maps and detailed observations that strengthened U.S. knowledge and claims in the interior. Exploration also highlighted that the purchase was not an “empty” space but home to many Native communities.
Congress reorganized the northern portion of the purchase, upgrading the District of Louisiana into the Territory of Louisiana. This change gave the region a more standard territorial structure and reflected growing U.S. settlement and administrative needs. It was part of a steady shift from temporary governance toward long-term territorial institutions.

After Louisiana became a state, Congress renamed the remaining Territory of Louisiana as the Territory of Missouri. The name change reflected a new administrative center and a clearer separation between the new state and the still-developing northern lands. This reorganization helped prepare the region for future territorial splits and eventual statehoods.
Congress created the Arkansas Territory from the southern portion of the Missouri Territory. The split recognized population growth and governance needs far from St. Louis, and it narrowed the territory that would eventually become the State of Missouri. It also showed how the Louisiana Purchase lands were being steadily subdivided into new U.S. territories.
Congress passed a major compromise to manage the political conflict over slavery as Missouri sought statehood from the Louisiana Purchase lands. The agreement paired Missouri’s admission with Maine’s and set a geographic rule limiting slavery’s expansion in the remaining purchase territory north of latitude 36°30′ (with Missouri as an exception).
