The Northwest Ordinance created a model for how U.S. territories could become states. It described stages of territorial government and set population thresholds for moving toward statehood. This framework influenced later U.S. expansion beyond the Ohio River, including in the 19th-century West.
Congress created Wisconsin Territory as an organized territory, meaning it had a formal territorial government under federal law. This step provided courts, executive leadership, and a legislature framework, making it easier to manage settlement and future boundaries. Its original area included places that would later become parts of Iowa, Minnesota, and the Dakotas.
Congress created Iowa Territory as settlement increased west of the Mississippi River. Organizing the territory meant setting up a civil government—governor, courts, and a legislature—under an Organic Act. As with other territories, this was a key step on the usual path toward statehood.
Iowa’s admission marked a transition from federally supervised territorial government to full state authority. It also left large areas north and west of Iowa without an organized territorial government for a time. That gap helped drive later efforts to create Minnesota Territory.
Wisconsin’s admission ended Wisconsin Territory and further reshaped the map of the Upper Midwest. Some land that had been part of Wisconsin Territory was left outside state boundaries, contributing to the push for a new organized territory to the west. Statehood also shifted more responsibilities from federal territorial officials to state institutions.
Congress created Minnesota Territory to provide formal government for lands left outside Iowa and Wisconsin after they became states. The new territory extended well beyond today’s Minnesota, including large areas that later became North and South Dakota. An organized territorial government gave settlers a legislature and courts, and it established a clearer path toward statehood.
Minnesota’s statehood removed its eastern portion from territorial status. At the same time, large western parts of the former Minnesota Territory (including much of today’s Dakotas) did not immediately become a new organized territory. Those areas continued to be governed unevenly, increasing pressure for a separate Dakota Territory.
President James Buchanan signed the Organic Act creating Dakota Territory, providing a structured civil government for a vast region. At first, Dakota Territory included today’s North and South Dakota and also large areas that would later become parts of Montana and Wyoming. This organization was a key stage on the way to statehood, with federal appointments for top officials and elected local representation.
President Abraham Lincoln signed the Homestead Act, offering settlers a route to claim up to 160 acres of federal land by living on and improving it. This policy encouraged large-scale migration into western territories, including Dakota. Faster settlement strengthened arguments for territorial development and, eventually, statehood.
Congress created Wyoming Territory, reducing the size of Dakota Territory and reorganizing governance in the northern Rocky Mountain region. This kind of boundary change was common as population centers shifted and transportation routes developed. It also shows how a single large territory could eventually produce multiple territories—and later, multiple states.
Congress passed the Enabling Act of 1889, allowing residents in Dakota Territory to form two state governments—North Dakota and South Dakota—under the U.S. Constitution. Enabling acts were a major late-stage milestone: they turned a general goal of statehood into a detailed legal process. The law also set rules for constitutional conventions and elections.
President Benjamin Harrison issued proclamations admitting North Dakota and South Dakota as new states on the same date. This marked the end of Dakota Territory and completed a long pathway from organized territory to statehood. The change shifted governance from federally supervised territorial institutions to full state governments with voting representation in Congress.
Pathways from Organized Territory to Statehood: Examples from the 19th Century (1803–1890)
