The Confederation Congress proclaimed an end to fighting between the United States and Great Britain. This shifted the struggle from the battlefield to diplomacy and raised urgent questions about where U.S. borders would be drawn and how the new nation would manage western lands.
U.S. and British representatives signed the definitive peace treaty in Paris, with Great Britain recognizing U.S. independence. The treaty described borders extending to the Mississippi River and using major waterways and the Great Lakes as reference points, creating a large western claim that soon required on-the-ground definition.
Delegates meeting in Annapolis ratified the Treaty of Paris, completing the U.S. constitutional step needed to make the peace settlement binding. With the treaty approved, the new federal government faced the practical work of turning paper boundaries into enforceable borders.
With both sides’ ratifications completed and exchanged, the Treaty of Paris became effective. Even with peace in force, parts of the border described in the treaty remained hard to interpret, and some frontier posts and boundary questions continued to cause disputes.

Congress adopted the Northwest Ordinance to govern the territory north and west of the Ohio River. It set steps for creating new states and included a bill of rights for the territory, linking boundary and land policy to a long-term framework for U.S. expansion and statehood.
Federal officials met with multiple Indigenous nations at Fort Harmar and sought to reaffirm earlier treaties such as Fort Stanwix and Fort McIntosh. Instead of settling the frontier, the effort highlighted how treaty-based borders often lacked consensus and enforcement, feeding continuing tension in the Northwest.
The United States and Great Britain signed Jay’s Treaty to address unresolved issues left by the Treaty of Paris, including continued British occupation of frontier forts. Britain agreed to evacuate posts in the Northwest Territory by June 1, 1796, reducing one major obstacle to enforcing the U.S.-claimed boundary in the Great Lakes region.
After years of conflict in the Ohio Country, the United States and a confederation of Indigenous nations signed the Treaty of Greenville. The treaty established a new boundary line and major land cessions, making it easier for U.S. settlement to expand and marking a decisive shift in control across much of present-day Ohio.
The United States and Spain signed Pinckney’s Treaty (Treaty of San Lorenzo) to settle a key southern boundary dispute. It set the border with Spanish Florida at the 31st parallel and secured U.S. navigation rights on the Mississippi River, helping stabilize the United States’ southern and western frontier after the broad claims of 1783.
