Queen Victoria signed Letters Patent authorizing the creation of Queensland as a separate colony from New South Wales. This decision set the legal framework for a new colonial government in northern Australia, after long-standing local demands for more direct representation and services.
The Colony of Queensland was formally proclaimed in Brisbane with Sir George Ferguson Bowen as the first Governor. Publication of the proclamation in the first Queensland Government Gazette helped make separation a legal and administrative reality on the ground.
Queensland began a formal land-selection system that let settlers take up portions of Crown land under set rules. Land policy quickly became central to the colony’s economy and politics, shaping who could farm, where towns expanded, and how the government raised revenue.
Queensland’s first Parliament met in the former convict barracks on Queen Street. This opening marked the shift from provisional administration to elected and appointed lawmaking institutions that could pass local laws on land, finance, and public services.
Queensland established its own Supreme Court, reducing reliance on Sydney for serious cases and appeals. A local highest court supported a more independent legal system and helped standardize justice across a rapidly expanding colony.
Queensland’s boundary changed to include more of the northwestern coastline, aiming to secure access to a potential port and better control of the far north. This adjustment helped shape the colony’s modern outline and increased the area the government sought to administer and settle.
Queensland created a more centralized police force, moving away from smaller locally controlled arrangements. This reorganization was meant to support colonial administration across towns and frontiers, though policing in this period also intersected with violent frontier conflict and dispossession.
Governor Bowen laid the foundation stone for a purpose-built Parliament House at Gardens Point. The project reflected both the colony’s ambition and its financial limits, because the building would be occupied before it was fully finished.
The first railway in Queensland opened between Ipswich and Bigge’s Camp (later Grandchester). Rail transport reduced travel time and costs for moving wool, supplies, and people, helping connect inland districts with ports and markets.
Queensland’s heavy reliance on overseas borrowing for infrastructure left it vulnerable during financial turmoil in 1866. A political crisis followed debate over issuing government notes, and the colony adopted emergency steps to keep funds flowing while confidence in banks and credit was shaken.
Prospector James Nash reported a significant gold find at what became Gympie, sparking a rapid gold rush. The rush brought people, businesses, and government revenue at a time of financial strain, and it helped shift the colony’s economy beyond pastoralism alone.
Queensland passed the Polynesian Labourers Act to regulate recruitment of South Pacific Islander labor for the colony’s plantation economy. The law aimed to curb abuses linked to coercion and kidnapping (“blackbirding”), while also formalizing an indentured labor system that remained controversial.
Queensland Parliament first met in the new Parliament House building at Gardens Point, even though construction was still incomplete. The move symbolized a more permanent colonial government and provided space for expanding legislative and administrative work.
Queensland’s Education Act set up a system of state schooling that was intended to be free, secular (not run by a church), and compulsory. It transferred primary education into a government department, expanding the colony’s capacity to educate children as towns and industries grew.
Queensland revised its land system again in the 1870s to address problems like speculation and “dummying” (using stand-ins to secure extra land). The 1876 law changed how land was classified and priced and strengthened occupancy requirements, showing how central land policy remained to the colony’s growth and conflict.
