The British Parliament passed the South Australia Act 1834, authorising the Crown to create a new province in southern Australia and set rules for colonisation and government. The plan aimed to build a free-settler colony funded largely by land sales rather than convict labour.
Investors in London formed the South Australian Company to help make the new colony financially workable, including by buying land and supporting emigration. Although not a government body, it became crucial in getting people, supplies, and investment to the new province.
William Light was appointed Surveyor-General, giving him responsibility for selecting the main settlement site and planning it. Surveying mattered because land sales were central to the colony’s funding plan, and accurate surveys were needed before farms and town blocks could be allocated.
The Crown issued Letters Patent formally establishing the Province of South Australia and confirming its boundaries. This legal step completed the province’s creation in Britain, before most settlers arrived, and became a key foundation document for the colony’s government.
The first emigrant vessels left Britain for South Australia, marking the shift from planning to settlement. Early arrivals initially focused on landing people, animals, and equipment, while leaders also sought a safe harbor and a suitable location for a capital.
The colony’s first ‘official’ settlers arrived at Kangaroo Island, where Kingscote at Reeves Point was established as an early settlement. Kangaroo Island served as an initial landing point while survey and decision-making continued about the best site for the main town on the mainland.
Surveyor-General William Light arrived at Kangaroo Island with survey staff to begin the practical work of founding the colony. His main job was to find a suitable capital site and survey enough town and rural land to meet promises made to settlers and investors.
Governor John Hindmarsh read a proclamation at Holdfast Bay (Glenelg) announcing the start of colonial government. While the province had already been created by law in Britain, this event mattered locally because it signaled that formal government and law enforcement had begun in the settlement.
On the last day of 1836, Light fixed the location of Adelaide about 12 km inland near the River Torrens. Choosing the capital site was a major turning point: it determined where government, trade, and settlement would concentrate and enabled detailed town surveying to begin.
Light surveyed the Adelaide site and laid out a grid plan, helping create a city with defined streets, squares, and surrounding open space (later known as the Park Lands). This planning shaped Adelaide’s long-term development and supported orderly land allocation for newcomers.
The South Australian Gazette and Colonial Register printed its first Adelaide issue, becoming South Australia’s first locally published newspaper. It helped connect scattered settlers by publishing shipping news, official notices, and public debate—important in a young colony with limited administrative reach.
The South Australia Government Act 1838 amended the 1834 framework and strengthened the Governor’s authority by combining the Governor and Resident Commissioner roles. This change responded to practical problems in running the settlement under the original ‘planned colony’ model, which had divided responsibilities.
George Gawler arrived to take over as Governor (and Resident Commissioner), facing slow land surveys, housing shortages, and pressure to build basic infrastructure. His public works program aimed to stabilize the settlement but contributed to heavy spending that later intensified financial crisis.
The South Australia Act 1842 repealed the earlier framework and reorganized government on a more standard Crown colony model after financial and administrative troubles. This marked a clear break from the original ‘planned colony’ design, with stronger control by the British government.
A new Legislative Council expanded and began to include non-official members drawn from the general population, an early step toward local representation. This mattered because it began shifting South Australia away from government by appointed officials toward institutions that reflected colonists’ demands for a political voice.
South Australia held its first colonial election for the Legislative Council, with 16 of 24 seats elected and the remainder appointed. Voting rights were limited (mainly to men with property), but the election was a major milestone in moving from appointed rule toward representative government.
The South Australian Constitution Act created the legal framework for self-government through a bicameral parliament: a House of Assembly and a Legislative Council. It reduced the Governor’s law-making role and set the stage for ministers to be responsible to an elected legislature, not just to Britain.
Governor Richard Graves MacDonnell proclaimed South Australia’s new constitution, bringing the self-government framework into effect locally. This was the final step between passing the constitution and holding elections for the new parliament.
Voters elected the first fully elected Parliament of South Australia, choosing members for both the House of Assembly and the Legislative Council. This election completed the transition from a planned colony governed largely through appointed authority to a system centered on elected representation and responsible ministries.
