By the late 1810s, fighting with Waikato–Maniapoto groups was making it harder for Ngāti Toa to hold their Kāwhia homeland. Under Te Rauparaha’s leadership, the iwi began planning a strategic move south to safer, better-positioned territory and trade routes. This decision set the stage for a decade of migrations and campaigns around Cook Strait.
Around 1820–1821, the first major migration (heke) moved Ngāti Toa out of Kāwhia and into northern Taranaki. This stage is often described as a “fire-lighting expedition,” reflecting a move to establish new footholds and support networks. It was a transitional step before moving further south toward Cook Strait.
About 1822, fighting at Motunui in Taranaki became a key moment in the wider Musket Wars era, as migrating and host communities faced pursuit and retaliation. For Ngāti Toa and their allies, it was part of the struggle to protect the migration route and secure places to live. The battle also showed how firearms were changing Māori warfare and raising the stakes of conflict.
In 1822, Ngāti Toa and allies undertook Te Heke Tātaramoa, a difficult overland migration remembered for hardship on the route. The group moved into the Horowhenua–Kāpiti region, establishing initial settlements on the mainland and building relationships—peaceful or otherwise—with local iwi and hapū. This positioned Ngāti Toa for a sea-based base at Kāpiti Island.
After arriving in the Kāpiti region in the early 1820s, Te Rauparaha consolidated control over Kāpiti Island and nearby mainland areas. Kāpiti’s location mattered: it offered a defensible base and access to sea routes linking the North and South Islands. This base later supported both trade with visiting ships and campaigns across Cook Strait.
In 1824, a large coalition force attacked Kāpiti Island, aiming to dislodge Ngāti Toa. Ngāti Toa defenders, led and reinforced by Te Rauparaha, defeated the landing attackers at Waiorua. The victory made Kāpiti a secure stronghold and helped Ngāti Toa dominate surrounding districts and sea lanes.
From about 1824, more European ships visited Kāpiti, increasing trading opportunities. Ngāti Toa leaders used trade—especially access to muskets, iron tools, and other goods—to strengthen their position against rivals. This growing trade economy became tightly linked to political control over key coastal sites.
After securing Kāpiti, Ngāti Toa began raids into the northern South Island and along the Kaikōura coast in 1827–1828. These attacks targeted enemies and aimed to control resources and strategic routes, including access to pounamu (greenstone) networks. They marked the start of sustained conflict with Ngāi Tahu that would shape the next decade.
From 1827 and into the 1830s, shore-based whaling stations expanded around Cook Strait, including at Kāpiti and in the Marlborough Sounds. These stations increased regular trade in muskets, powder, iron, and other goods. The new supply lines helped Ngāti Toa and allied groups maintain influence across both sides of Cook Strait.
In November 1830, Te Rauparaha arranged transport on the brig Elizabeth to Akaroa Harbour as part of an attack on Ngāi Tahu. Tama-i-hara-nui was seized and taken north after being lured aboard, and Takapūneke was attacked. The incident became a well-known example of Europeans being drawn into inter-iwi warfare through shipping and trade.
In 1831, Te Rauparaha led a major siege of Kaiapoi pā, an important Ngāi Tahu stronghold in Canterbury. The pā eventually fell after prolonged fighting, including undermining defenses and burning palisades. Its capture weakened Ngāi Tahu power in the region and escalated the cycle of reprisals.
After Kaiapoi, Te Rauparaha’s force moved to Akaroa Harbour and took the pā at Ōnawe during the 1831–1832 summer. The attack extended Ngāti Toa’s reach deep into Ngāi Tahu territory and caused major loss of life and displacement. Together with the Kaiapoi siege, it became a turning point in Ngāti Toa–Ngāi Tahu relations.
By 1834, conflict between migrant groups in the lower North Island—especially Ngāti Raukawa and Te Āti Awa—threatened Te Rauparaha’s leadership and alliances. Some Ngāti Toa also backed opposing sides, leading to a siege of Te Rauparaha at the Rangiuru Stream and a need to call for outside support. The episode showed that holding power over a diverse, newly settled region required diplomacy as well as military force.
On 16 October 1839, New Zealand Company agent William Wakefield arrived at Kāpiti aboard the Tory seeking land purchases for planned settlement. He met with Te Rauparaha, but different ideas about who held authority to sell land set up later disputes. This moment marked a shift: Ngāti Toa now faced growing pressure not only from rival iwi, but also from organized colonial settlement plans.
