A disputed land sale at Waitara led the colonial government to send troops to enforce a survey. Fighting began on 17 March 1860 and helped set the pattern for later conflict over land, authority, and who had the right to decide on land sales.
In 1865 the Crown proclaimed about 1.2 million acres of Taranaki land confiscated under policies that punished alleged “rebellion.” The confiscations were broad and affected both those labeled “loyal” and “rebel,” creating long-running grievances over broken promises and lost livelihoods.
After the wars and confiscations, leaders Te Whiti-o-Rongomai and Tohu Kākahi helped establish Parihaka (about 1866) as a place to rebuild community. Over time it became known as a center of organized, non-violent resistance to land loss and state pressure.
By 1867, Parihaka leaders’ speeches and “prophetic sayings” were being written down, showing the settlement’s growing influence. These records help historians trace how the movement blended Māori leadership with Christian ideas and a commitment to peaceful action.
From about 1878, people associated with Parihaka began direct but non-violent action against surveys and road building on confiscated land. Tactics included removing survey pegs and rebuilding fences, signaling that many Māori did not accept the confiscations as legitimate.
After arrests from the ploughing campaign, Parliament passed laws in 1879–1880 that allowed normal legal processes to be suspended or bypassed for Māori prisoners. These measures helped the government hold many protesters without standard trials, reducing legal safeguards and heightening conflict.
On 26 May 1879, under Te Whiti and Tohu’s leadership, Parihaka supporters began ploughing land to protest European settlement on confiscated areas. The action was designed to be peaceful but disruptive, and it led to many arrests and escalating government pressure.
In January 1880, the government appointed the West Coast Commission (Fox and Bell) to inquire into west coast confiscation grievances and alleged broken promises. Many at Parihaka distrusted the commission’s independence, and the inquiry did not resolve the central dispute over land and authority.
In mid-1880, government road-building and surveys moved closer to Parihaka and through cultivations. Parihaka supporters repeatedly rebuilt fences after they were removed, using non-violent persistence to slow settlement and defend gardens; arrests expanded as a result.
On 1 September 1880, the West Coast Settlements (North Island) Act expanded the state’s legal tools against actions linked to Parihaka, such as removing survey pegs, ploughing, and building fences. This helped shift the conflict from local disputes into a broader, law-backed campaign of suppression.
In late 1881, Native Minister John Bryce issued an ultimatum giving Parihaka residents a short period to comply with government demands or face further consequences. The ultimatum signaled that the government was preparing to use force to end the movement’s ongoing resistance.
On 5 November 1881, about 1,600 Armed Constabulary and volunteers entered Parihaka and arrested leaders Te Whiti and Tohu. The community practiced non-violence, including welcoming the forces with children and food, but the government still occupied the settlement and removed many residents.
Te Whiti and Tohu were held for about 16 months without a standard trial process, reflecting the exceptional legal approach the state used against the movement. Their imprisonment marked a turning point: the organized, mass non-violent resistance at Parihaka was broken by force rather than settled through negotiation.
After the invasion, Parihaka was placed under occupation and many people were expelled or controlled through restrictions on movement. Buildings and property were damaged or taken, and the disruption weakened the settlement’s ability to organize while its leaders were imprisoned.
In 1883, Te Whiti and Tohu were released and returned home, but the land and political situation had been fundamentally reshaped. Parihaka’s survival and rebuilding became part of its legacy, even as the government’s 1881 action stood as a clear end point for the 1860s–1881 phase of resistance and suppression.
