Archaeological and linguistic evidence suggests Tokelau’s atolls were settled about 1,000 years ago, likely by people moving north from Samoa. Early settlers adapted a Polynesian way of life to small coral atolls with limited land and resources. This laid the foundation for later village life and kin-based political leadership.
As populations grew, settlements clustered into organized communities centered on cooperation for fishing, canoe travel, and sharing scarce resources like coconuts and pandanus. Kinship groups (extended families) became the main way people claimed rights to land parcels and lagoon areas. These patterns helped stabilize life on Nukunonu and Fakaofo despite environmental limits.
Regular canoe voyaging linked Nukunonu with the other Tokelau atolls and nearby island groups. Marriage ties and exchanges of food, tools, and knowledge reduced isolation and helped communities recover after storms or shortages. Over time, these ties created a shared Tokelauan language and identity while each atoll remained politically distinct.
Leadership increasingly centered on chiefly clans, with status tied to genealogy and the ability to organize work and settlement defense. Decision-making emphasized consensus within kin groups, shaping a political style that later continued through village councils. Rivalries between atolls sometimes turned into skirmishes, but intermarriage also tied communities together.
In Tokelauan tradition, the god Tui Tokelau was strongly associated with Fakaofo, where major ceremonies and ritual authority were centered. This religious focus reinforced political influence by linking spiritual leadership with chiefly leadership. The shared worship also gave the three atolls a common cultural reference point.
Oral histories describe a period of conflict in which Fakaofo became ascendant and subordinated Nukunonu. This shift mattered because it reshaped obligations and exchange: Nukunonu could be required to provide tribute or support, while Fakaofo’s leaders claimed broader authority. Kinship ties continued, but now operated within an unequal political relationship.
Accounts of Tokelau’s past emphasize the long-term significance of kinship relations between dominant Fakaofo and subordinate Nukunonu. Marriages connected lineages across atolls, creating durable networks of mutual assistance and shared ancestry. These ties helped sustain social cohesion even when political power was uneven.
Tokelauan traditions and later summaries describe hostilities that ended with Fakaofo’s ascendancy and the driving off of Atafu’s earlier population. This helps explain why early European visitors later reported Atafu as uninhabited or only lightly used. The event also increased the importance of voyaging and shared kin connections for access to resources across atolls.

This marks the endpoint of Tokelau’s pre-European era and the start of sustained outside awareness of the atolls.
