Delegates meeting at the Congress of Tucumán declared the independence of the United Provinces of the Río de la Plata from Spain. This public claim to sovereignty created an urgent need for foreign recognition, trade access, and diplomatic support to help prevent any Spanish attempt to restore control.
The Congress (by then operating from Buenos Aires) promulgated the Constitution of 1819, which aimed to build a strong central government. Many provinces rejected it, and the backlash contributed to internal conflict that complicated stable foreign representation.
Federal forces defeated the centralist government at the Battle of Cepeda, helping bring down the national executive known as the Directory. The resulting power vacuum (often called the “Anarchy of the Year XX”) meant foreign relations were handled unevenly, often through Buenos Aires rather than a national government.
Buenos Aires, Santa Fe, and Entre Ríos signed the Treaty of Pilar to end immediate hostilities and create a basis for cooperation. By reducing internal fighting and confirming river navigation rules among signatories, the pact helped reopen the possibility of coordinated external policy and commerce.
According to later U.S. diplomatic documentation, Portugal recognized the independence of the United Provinces in 1821. This mattered because Portugal (with its court based in Rio de Janeiro for much of the period) was a major regional actor, and recognition affected border and power politics in the Río de la Plata region.
Buenos Aires, Santa Fe, Entre Ríos, and Corrientes signed the Quadrilateral Treaty to improve relations and coordinate defense. The agreement aimed to present a united front against threats from Portugal/Brazil and other foreign dangers, linking internal security to external diplomacy.
A treaty between the Republic of Colombia (Gran Colombia) and Buenos Aires was signed in 1823 and later debated and ratified by Argentine provincial institutions in 1825. These discussions showed how foreign relations were tied to internal arguments over who could speak internationally for the provinces.
The United States recognized the Government of Buenos Ayres on January 27, 1823, by appointing Caesar Rodney as minister plenipotentiary. Recognition helped the United Provinces gain legitimacy in Atlantic diplomacy and improve prospects for trade with a major non-European power.
Buenos Aires, acting in the name of the United Provinces, moved to recognize the independence of Brazil in 1823, opening a channel for formal talks. This recognition was important because Brazil controlled the contested Banda Oriental/Cisplatina area, making diplomacy with Brazil central to regional foreign policy.
On February 2, 1825, the United Provinces and the United Kingdom signed a Treaty of Friendship, Commerce and Navigation in Buenos Aires, and the ratifications were exchanged in London on May 12, 1825. The treaty is widely treated as Britain’s acceptance of the 1816 independence claim and it also set rules for trade and consular relations, making it a major turning point in external recognition.
After escalating disputes over Cisplatina (the Banda Oriental), Brazil formally declared war on December 10, 1825. The conflict quickly turned diplomacy into a wartime struggle, as blockades and military campaigns shaped negotiations with foreign powers and affected trade.
The Constitution of 1826 created a stronger national framework and supported the new presidency during wartime. Although short-lived and rejected by many provinces, it reflected a push to concentrate external representation—treaties, war leadership, and recognition—under a national government rather than separate provinces.
In early 1826, Congress held the first presidential election and chose Bernardino Rivadavia as President. The new executive was meant to centralize decision-making for war and foreign relations, but the move was controversial because many provinces distrusted stronger rule from Buenos Aires.
Chile and the United Provinces signed a treaty of friendship, alliance, trade, and navigation in Santiago on November 20, 1826. The agreement aimed to formalize post-independence relations and mutual defense, but Chile did not ratify it, limiting its practical impact.
