Portugal dispatched Martim Afonso de Sousa to lead the first major colonizing expedition to Brazil (1530–1533). The experience and needs revealed by this effort helped shape the later decision to outsource settlement and defense through hereditary captaincies.
Martim Afonso de Sousa founded São Vicente in 1532, one of the first permanent Portuguese settlements in Brazil. Early settlement nuclei like São Vicente became anchors for later territorial grants under the captaincy system.
The Captaincy of Maranhão was created in 1534 as part of the initial set of hereditary captaincies, and (in this case) split into sections granted to different donatários. It exemplifies how the Crown attempted broad coastal coverage via delegated proprietorship.
King João III granted the Captaincy of Bahia to Francisco Pereira Coutinho (a donatário) on 1534-03-05, illustrating the Crown’s strategy of delegating colonization responsibilities to private grantees in exchange for rights and obligations.
Duarte Coelho Pereira received the Captaincy of Pernambuco through a royal donation letter dated 1534-03-10. Pernambuco would become the most successful early captaincy, closely tied to sugar cultivation and export.
A key early step in rolling out the captaincy system was the issuance of a royal charter for Pernambuco on 1534-09-24, part of the Crown’s broader division of the Brazilian coast into hereditary grants under donatários.
Duarte Coelho founded Olinda (1535) and developed it as the administrative center of Pernambuco, supporting the growth of sugar production and coastal settlement—key goals of the hereditary captaincy model.
Duarte Coelho arrived in Brazil on 1535-03-09 to govern Pernambuco in person, bringing settlers and sugar know-how developed in Atlantic island plantations. This helped make Pernambuco a leading early example of a viable captaincy.
Between 1534 and 1536, João III created fourteen hereditary captaincies (in fifteen lots) and distributed them to twelve grantees. The grants typically formed long coastal strips intended to promote settlement, defense, and economic development with limited royal expenditure.
After arriving in Brazil in late 1536, Francisco Pereira Coutinho established a settlement that became known as Vila Velha (“Old Town”). The difficulties faced in Bahia later became part of the rationale for stronger royal coordination over the captaincies.
Facing uneven performance of the hereditary captaincies and rising security pressures, the Crown established a General Government (end of 1548) to strengthen royal control and coordinate defense and administration. The captaincy framework persisted but increasingly operated under a higher authority.
João III issued the Regimento do Governador-Geral on 1548-12-17 (later carried to Brazil by Tomé de Sousa). The ordinance laid out administrative and defense measures, marking a decisive shift toward centralized governance layered over the captaincies.
In 1549, Tomé de Sousa became the first governor-general of Brazil (1549–1553) and built the fortified capital at Salvador. This institutionalized centralized administration and is commonly treated as the end of the captaincy system’s initial “set-up” phase (1534–1549).
