In late 1807, Napoleon moved to enforce the Continental System, which sought to block British trade in Europe. Portugal’s long alliance with Britain made it a target, creating a fast-moving crisis for the Portuguese monarchy and its Atlantic empire.
Portugal and Britain reached a secret agreement in London that anticipated the Portuguese monarchy might relocate to Brazil under British naval protection. This planning mattered because it helped make the transfer possible once invasion became imminent.
French and Spanish troops entered Portugal in November 1807, quickly occupying key areas. The invasion pushed the Portuguese leadership toward a drastic choice: remain in Lisbon under threat or move the seat of government overseas.
Prince Regent João, Queen Maria I, and a large royal court and administration embarked to leave Portugal. Moving the government—people, records, and institutions—was central to keeping the Portuguese state functioning outside occupied Europe.
After delays, the fleet carrying the Portuguese monarchy and court sailed from Lisbon. British naval support helped protect the crossing, linking Portugal’s survival strategy to its Atlantic empire and to Britain’s wartime interests.
The royal entourage reached Salvador, making it the first major stop of the monarchy in Brazil. This arrival shifted decision-making to American soil and set the stage for immediate changes in colonial trade and governance.
In Salvador, Prince Regent João issued the Carta Régia of 28 January 1808 opening Brazilian ports to trade with nations friendly to Portugal. This broke the old colonial trade monopoly centered on Portugal and immediately widened Brazil’s external commerce.
The monarchy and central administration arrived in Rio de Janeiro, which became the effective capital of the Portuguese Empire. With the court in place, policy changes were now designed for a major Atlantic port city rather than for Lisbon.
João issued an Alvará allowing factories and manufactures in Brazil and revoking earlier restrictions from 1785. This mattered because it signaled a shift away from policies designed to keep Brazil strictly dependent on Portuguese-made goods.
A royal printing office (Impressão Régia) was established by decree, enabling official documents and publications to be printed in Brazil. Over time, this weakened colonial-era controls on printing and helped expand public information and administration in the capital.
João founded what became the Rio de Janeiro Botanical Garden, initially tied to state projects like acclimatizing valuable plant species and supporting strategic supplies. The institution reflected how the court’s move led to new scientific and economic initiatives in Brazil.
After British and Portuguese victories, the Convention of Cintra allowed French forces to evacuate Portugal. Even with this outcome, the court remained in Brazil, and the empire’s political center continued operating from Rio de Janeiro.
The Gazeta do Rio de Janeiro began publication as the official newspaper of the court. Printing a government paper in Brazil helped normalize Rio’s role as an administrative center and strengthened the infrastructure of a capital city.
Banco do Brasil was founded by royal charter in Rio de Janeiro during the court’s stay. It was part of building financial tools to fund government needs and manage an expanding economy linked to freer Atlantic trade.
Portugal (governing from Brazil) signed a trade treaty with Britain in Rio de Janeiro on 19 February 1810, often called the Strangford Treaty. It gave Britain major commercial advantages in Brazilian trade, showing how opening the ports reshaped Brazil’s economy and diplomacy.
