Brazil’s central government amended the 1824 Constitution with the Additional Act, creating provincial legislative assemblies and widening local authority. The change was meant to calm tensions after the 1831 abdication of Pedro I, but it also intensified disputes over how much power provinces should have. This struggle over autonomy versus central control set the stage for major regional revolts.
In the northern province of Grão-Pará, the Cabanagem began as a mass revolt involving poor free people, Indigenous people, enslaved people, and local leaders against severe poverty and political marginalization. Rebels took power in Belém at different moments, and fighting spread through the interior. The scale of popular participation and violence made it one of the most devastating rebellions of the era.
Rebel forces led by provincial elites in Rio Grande do Sul seized Porto Alegre, launching what became the long Farroupilha (Ragamuffin) War. Complaints included taxes and trade policies that hurt the region’s charque (dried beef) economy, along with demands for greater provincial autonomy. The conflict quickly became a test of whether the Empire could keep distant provinces under control.
Imperial troops moved to reassert control in Grão-Pará and retook Belém, forcing many Cabano fighters to shift to guerrilla-style resistance in the countryside. The change from urban control to interior warfare prolonged the conflict and deepened repression. It also showed the central government’s willingness to use force to prevent provincial breakaway.
In Salvador, Bahia, the Sabinada uprising began when rebels led by Francisco Sabino declared a provisional Bahian republic. The movement opposed the regency and resisted military recruitment, presenting itself as temporary until Pedro II reached legal adulthood. Its urban base and political demands made it distinct from more rural rebellions, but it still challenged imperial authority.
Imperial forces defeated the Sabinada and reconquered Salvador, ending the revolt after months of fighting. The crackdown restored the province to central control and reinforced the message that armed challenges would be met with force. It also strengthened arguments for tighter political order during the unstable regency years.
The Balaiada revolt began in Maranhão after a prison break triggered wider unrest among sertanejos (backlands residents), cattle workers, and other marginalized groups. As the movement spread, it mixed social grievances—poverty, harsh labor conditions, local abuses—with elite political factionalism. It soon escalated into a major interior conflict that threatened provincial stability.
During the Farroupilha War, rebels expanded the conflict beyond Rio Grande do Sul and proclaimed the Juliana Republic in Santa Catarina. The episode showed how a provincial revolt could take on a broader separatist form and threaten coastal control. Even though it was short-lived, it pushed the Empire to treat the southern war as a serious national security issue.
After years of brutal fighting and repression in Grão-Pará, the last organized Cabano resistance yielded and the revolt effectively ended. The conflict left heavy loss of life and deepened mistrust between local populations and the imperial state. Its conclusion underscored that the Empire could defeat uprisings, but often at enormous human cost.
To stabilize the country amid repeated rebellions, Brazil’s legislature declared 14-year-old Pedro II legally of age, ending the regency early. This “Majority Coup” aimed to concentrate authority in the emperor and reduce political chaos. It marked a turning point toward stronger central government during the early Empire.
Imperial forces, led by Luís Alves de Lima e Silva (later Duke of Caxias), combined negotiation and military pressure to pacify Maranhão and defeat the Balaiada. The end of the revolt reduced the immediate threat of a broader social uprising in the northeast. It also strengthened the central government’s practice of using both amnesties and force to restore order.
After nearly a decade of fighting, the Empire and rebel leaders signed the Treaty of Poncho Verde, ending the Farroupilha War and reintegrating separatist republics into Brazil. The settlement offered amnesty and terms meant to bring provincial elites back into the imperial system. It became a model for ending large-scale revolts through negotiated reintegration rather than total destruction.
The Praieira Revolt began in Pernambuco as radical liberals and their allies challenged conservative control of provincial politics and national power. It drew support from parts of Recife’s urban population and reflected long-running disputes over patronage, elections, and regional influence. Coming after the regency rebellions, it showed that political instability could persist even under Pedro II’s strengthened monarchy.
By March 1849, imperial forces defeated the Praieira insurgents, ending the last major revolt typically grouped with the early-empire regional uprisings. Its failure strengthened the pattern of centralized authority in the Second Reign, with provincial opposition increasingly channeled through formal politics rather than armed rebellion. The outcome marked a clear close to this wave of mid-19th-century revolts against the Empire’s governing order.
