Brazil’s Parliament declared 14-year-old Pedro II legally of age, ending the unstable Regency period. The goal was to restore national political order by placing authority in the emperor rather than regents and rival factions. This decision marked the effective start of Pedro II’s personal rule, often called the beginning of the “Second Reign.”
Pedro II was formally crowned, reinforcing the legitimacy of the monarchy after years of unrest. The ceremony helped signal continuity of government and a return to a more stable central authority. It also strengthened the emperor’s public role as the constitutional “moderator” among political forces.
A government decree founded Petrópolis, later known as the “Imperial City,” and tied it symbolically to Pedro II. It became the summer seat of the court and helped shape the social and political geography of the empire around Rio de Janeiro. The city’s creation reflects the monarchy’s effort to build lasting institutions and a court-centered national identity.
Pedro II created the post of President of the Council of Ministers (often described as a prime minister), giving Brazil a cabinet-led system that resembled parliamentary government. The emperor still retained strong constitutional authority, but day-to-day governance increasingly ran through ministries that needed legislative support. This arrangement helped manage party conflict while keeping the monarch at the center of the political system.
The Praieira Revolt broke out in Pernambuco as a regional rebellion with liberal and federalist demands, including criticism of the emperor’s “Moderating Power” under the 1824 constitution. The imperial government defeated the revolt, reinforcing the trend toward a more centralized empire. Its defeat also signaled the limits of provincial opposition during Pedro II’s early rule.
Brazil enacted the Eusébio de Queirós Law to repress the importation of enslaved Africans, a major shift after decades of external pressure and internal debate. The law did not end slavery inside Brazil, but it sharply reduced new arrivals through the transatlantic trade. This pushed slaveholding society toward internal slave markets and, later, gradual emancipation policies.
Brazil’s Land Law (Lei nº 601) required most public lands to be acquired by purchase rather than simple occupation. In practice, this favored people with capital and helped preserve large estates, shaping labor and settlement patterns as slavery faced growing pressure. The policy became part of the economic foundation of the late empire, especially in expanding coffee regions.
A diplomatic crisis with the United Kingdom escalated after disputes involving British subjects and British naval actions, worsening anti-British feeling in Brazil. The episode tested Pedro II’s defense of Brazilian sovereignty while showing the limits smaller states faced with major powers. Diplomatic relations were ultimately resumed in 1865, but the crisis left a lasting mark on imperial foreign policy debates.
Paraguayan forces invaded Brazil’s province of Mato Grosso, opening the conflict known as the Paraguayan War (War of the Triple Alliance). The invasion triggered a long, costly regional war that demanded mass mobilization and heavy state spending. The war would later strengthen the military’s national influence—an important factor in the monarchy’s weakening.
Brazil, Argentina, and Uruguay signed a formal alliance committing to war against Paraguay. The treaty coordinated military strategy and also shaped postwar goals, tying Brazil’s imperial government to a large international conflict. The scale of the war expanded dramatically after this agreement, increasing pressures on Brazil’s economy and politics.
The Paraguayan War effectively ended after Francisco Solano López was killed, concluding years of fighting. The conflict devastated Paraguay and left Brazil with major costs and a more politically assertive army. In Brazil, the war’s aftermath contributed to debates about citizenship, slavery, and the role of the military in national life.
Brazil enacted the Rio Branco Law (Lei do Ventre Livre), declaring children born to enslaved women legally free. However, the law allowed owners to control the labor of these children for many years, limiting immediate change on plantations. Even so, it marked a decisive shift toward gradual emancipation and intensified political conflict over slavery’s future.
The Sexagenarian Law (Lei dos Sexagenários) granted freedom to enslaved people aged 60 or older, under conditions that often still required additional years of service. Its practical effect was limited, but politically it showed the empire moving closer to abolition under rising public pressure. It also increased tensions between abolitionists and slaveholding elites.
While Pedro II was abroad, Princess Isabel (as regent) signed the Lei Áurea, ending legal slavery throughout Brazil without compensating slave owners. The law fulfilled a long abolitionist campaign but also broke the monarchy’s remaining alliance with many powerful slaveholding interests. The political backlash and shifting loyalties accelerated the empire’s final crisis.
Army officers led by Marshal Deodoro da Fonseca overthrew the monarchy in a coup in Rio de Janeiro and proclaimed a republic. Pedro II offered no armed resistance, and the empire ended after nearly five decades of his personal rule. The new regime quickly moved to remove the imperial family from political life.
After the coup, the deposed emperor and his family were ordered to leave Brazil, ending Pedro II’s role in government. Exile underscored how completely political power had shifted toward the military and republican leaders. The departure finalized the transition from imperial rule to the First Brazilian Republic.
