A series of disputes in 1886–1887 pitted army officers against imperial civilian authorities over discipline, public statements, and the limits of military obedience. These clashes weakened confidence in the monarchy among many officers and helped push parts of the officer corps toward republican politics. The conflict is often summarized in Brazil as the Questão Militar (“Military Question”).
On 1887-06-26, army and navy officers in Rio de Janeiro founded the Clube Militar as a collective forum to defend military interests and debate national issues. The club became a key network linking influential officers and republican-leaning intellectuals. Its creation strengthened coordination within the armed forces at a moment of growing conflict with imperial politicians.
On 1887-06-30, Emperor Pedro II departed for Europe for medical treatment as his health declined. His daughter, Princess Isabel, again served as regent, putting day-to-day authority in the hands of the heir while political and social pressures mounted. The emperor’s prolonged absence fed doubts about long-term imperial leadership and succession.
In October 1887, Marshal Deodoro da Fonseca (then a leading figure among officers) protested the use of soldiers to capture enslaved people who had fled. The episode reflected a broader breakdown in cooperation between the imperial state and parts of the military. It also showed how abolition and military grievances were becoming politically linked.
In early May 1888, the government moved rapidly to end slavery through national legislation. On 1888-05-07, a bill to abolish slavery was presented in the Chamber of Deputies. The speed signaled that political leaders believed slavery had become unsustainable and that delay risked wider instability.
On 1888-05-13, Princess Isabel, acting as regent, signed the Lei Áurea (“Golden Law”), legally ending slavery in Brazil. The law abolished slavery immediately and did not provide compensation to former enslavers. This helped fracture the monarchy’s remaining support among many large landowners, while also leaving formerly enslaved people without state-provided land or major integration measures.
Prime Minister João Alfredo, who led the government during the final abolition push, remained in office after the Golden Law but faced deepening political opposition. In June 1889, his cabinet was replaced, reflecting shifting alliances and the strain of governing after slavery’s end. The change opened the way for a last-ditch reform ministry under the Viscount of Ouro Preto.
On 1889-06-07, Afonso Celso, the Viscount of Ouro Preto, formed the final Council of Ministers of the Empire. His government faced multiple pressures at once: demands for political reform, hostility from republican groups, and growing military resentment. The cabinet’s short tenure illustrates how quickly imperial institutions were losing control of events.
In mid-November 1889, republican conspirators and allied officers moved to act against the imperial government. Accounts describe rumors on 1889-11-14 that key figures such as Deodoro da Fonseca and Benjamin Constant had been arrested, helping trigger an earlier-than-planned uprising. The result was rapid mobilization of troops in the capital.
On 1889-11-15, Marshal Deodoro da Fonseca led a military coup in Rio de Janeiro that overthrew the Ouro Preto ministry and ended the constitutional monarchy. The action is known as the Proclamation of the Republic, establishing a provisional republican government. It marked the collapse of imperial authority without a large-scale battle in the capital.
On 1889-11-15, the new leaders issued Decree No. 1, proclaiming a provisional federative republic while a constitution would later define the permanent system. This step aimed to legitimize the regime change and quickly replace imperial structures with republican ones. It also signaled a shift from a unitary empire toward a federal model based on states.
Within days of the coup, the new authorities moved to prevent an imperial restoration. Emperor Pedro II and the imperial family were banished and departed for Europe on 1889-11-17. Their removal closed the immediate political chapter of the Empire and helped the provisional republic consolidate control in the short term.
