A defining feature of the era was frequent cabinet collapse driven by congressional interpellations (formal questioning) and censure. This practice became known as the rotativa ministerial, reflecting how ministers were constantly replaced. The result was unstable executive leadership and growing public criticism that politics served elite bargains more than long-term reforms.
In early 1891, President José Manuel Balmaceda and the National Congress clashed over control of government and the budget. The political breakdown escalated into armed conflict between forces aligned with the president and those aligned with Congress. This crisis set the stage for a new political era in which Congress would dominate day-to-day governing.
The Battle of Placilla near Valparaíso was the decisive military victory for the pro-Congress forces. After this defeat, the president’s supporters lost the ability to continue organized resistance. The outcome cleared the way for Congress and its allies to take control of national politics.
After the congressional victory, José Manuel Balmaceda died by suicide in Santiago. His death removed the central figure of the conflict and helped consolidate the postwar political order. In Chilean history, this marks the start of the "Parliamentary Republic" period (1891–1925).
Admiral Jorge Montt became president after leading the pro-Congress side to victory and heading a transitional governing junta. His presidency helped stabilize the country after the civil war. Under this new arrangement, presidents remained important symbols of the state, but Congress gained strong leverage over cabinets and policy.
Chile and Bolivia signed the Treaty of Peace and Friendship in Santiago, formalizing the post–War of the Pacific border. The agreement shaped northern Chile’s strategic and economic environment during the nitrate boom. It also left a long-running diplomatic dispute over Bolivia’s loss of direct access to the sea.
A powerful earthquake struck Valparaíso and heavily damaged central Chile. The disaster disrupted commerce and public life in one of the country’s key port cities. It also highlighted the limits of state capacity during a period when governments often changed rapidly.
Pedro Montt became president during the parliamentary era, when elite coalitions still dominated elections and government. Economic growth depended heavily on nitrate exports, but working conditions were harsh and inequality was severe. Labor conflict intensified, pressuring the political system to respond.
Thousands of striking nitrate workers and their families gathered in Iquique seeking better wages and conditions. The Chilean Army opened fire at the Santa María School, killing a large number of people (estimates vary widely). The event became a lasting symbol of labor repression and deepened demands for social and political change.
In a close and contested election, Arturo Alessandri won the presidency, representing a break from the long succession of oligarch-led governments. He campaigned as a reformer and appealed to urban middle sectors and workers. His victory signaled that the parliamentary-era political order was losing legitimacy.
On September 3, 1924, young officers protested in the Senate by rattling their sabers’ scabbards on the floor. They criticized political deadlock and the slow handling of social laws, while also pressing their own demands. The incident made clear that parts of the armed forces were willing to intervene directly in politics.
After the military pressure escalated, a governing junta formed on September 11, 1924, effectively removing President Alessandri and sidelining Congress. The coup reflected how the parliamentary system’s instability and blocked reforms had reached a breaking point. Chile entered a short period of military-dominated rule while elites and reformers competed to shape what came next.
On January 23, 1925, another military movement overthrew the September Junta. The coup leaders aimed to recall Alessandri to complete his term and restart institutional reform. This opened the path toward rewriting the constitution and formally ending the parliamentary-era balance of power.
Voters approved a new constitution in a national plebiscite, backing the draft supported by Alessandri. The 1925 Constitution strengthened presidentialism (a system with a stronger, independently elected president) and separated church and state. This reform is widely treated as the endpoint of Chile’s Parliamentary Republic and oligarchic governing style that dominated from 1891 to 1925.
