Delegates meeting at the Congress of Cúcuta approved the 1821 Constitution, organizing the “Republic of Colombia” (later commonly called Gran Colombia) with a strong central government based in Bogotá. The constitution aimed to hold together a large post-independence state across northern South America. This framework set the stage for later disputes over central authority versus regional autonomy.
A separatist movement led by José Antonio Páez began in Venezuela, initially pushing for constitutional change and greater regional power. Over time, it helped turn political conflict into a serious threat to Gran Colombia’s unity. It showed that loyalty to the central government in Bogotá was weakening in key regions.
As political conflict intensified, Simón Bolívar assumed extraordinary powers and ruled as a dictator, suspending normal constitutional politics. Supporters saw this as necessary to preserve order and unity, while opponents viewed it as a threat to republican government. The move deepened distrust between regions and factions, making later breakups more likely.
Bolívar resigned from the presidency as the political situation deteriorated and secessions accelerated. His departure removed the main figure associated with keeping the union together. After this, power struggles and regional decisions moved even faster toward separation and new state formation.
A constituent congress met in Valencia to decide Venezuela’s political future as relations with Bogotá broke down. The congress reflected strong anti-Bolívar sentiment and aimed to establish a separate constitutional order. Its work pushed Venezuela decisively away from the Gran Colombian union.
Leaders in the southern district (centered on Quito) declared independence from Gran Colombia, beginning the formation of Ecuador as a separate state. This decision reflected both local political goals and the belief that Bogotá could no longer hold the union together. The secession was a major turning point toward the union’s collapse.
Following the May 1830 election, President Joaquín Mosquera and Vice President Domingo Caicedo were pushed out under military pressure in early September. General Rafael Urdaneta then assumed interim control, attempting to preserve order during the union’s breakdown. The episode highlighted how military power was replacing constitutional stability.
The Congress of Valencia approved a new Venezuelan constitution, creating the “State of Venezuela” with its own national government. This act gave legal form to Venezuela’s separation from Gran Colombia. Venezuela’s exit left the former union’s central territories searching for a new political arrangement.
Bolívar died near Santa Marta while Gran Colombia was coming apart. His death ended the possibility of his personal leadership restoring the union. The remaining central provinces now had to decide how to govern themselves without the larger state structure.
The Apulo Agreement set terms for ending the conflict around Urdaneta’s government and transferring authority back toward civilian leadership. Under its implementation, Urdaneta agreed to hand over command, opening the way for a new constitutional process in the central territories. This created a political bridge from the collapsing union to a successor state.
Domingo Caicedo took over executive leadership shortly after the Apulo Agreement was carried out. His government focused on stabilizing the central provinces and organizing a convention to redesign the state. This transfer reduced the immediate risk of continued military rule while political reorganization moved forward.
A convention was summoned to bring together representatives from the central departments (including areas such as Cundinamarca, Cauca, and the Isthmus of Panama) to write a new constitution and choose national authorities. The goal was to replace the failing Gran Colombian structure with a workable state for the remaining territories. This call marked a clear shift from preserving the union to building a successor government.
Representatives meeting in convention created the State of New Granada, a new political entity formed from the central Gran Colombian territories (roughly present-day Colombia and Panama). This decision established a transitional state while a full constitution was prepared. It was the core event in forming New Granada out of Gran Colombia’s remnants.
A “Fundamental Law” was issued to organize the provisional government of the new state while constitutional drafting continued. It helped define how authority would function during the transition away from Gran Colombia. This step mattered because it turned the new state from a convention decision into a working government.
With secessions completed and a successor state established in the center, Gran Colombia was legally ended. This closed the chapter on the 1821 constitutional union and confirmed that its former territories were now separate countries and states. The dissolution made New Granada the main successor government in the former union’s central region.
A new constitution was adopted for the reorganized country, and the state was officially styled the Republic of New Granada. This constitution set the long-term legal basis for governing the post-Gran Colombia central territories. It marked the endpoint of the 1830–1831 transition from a dissolving union to a new republic.
