A political movement centered in Valencia, led by José Antonio Páez, challenged Bogotá’s authority in Gran Colombia. It began as a demand for constitutional reform but helped shift Venezuelan leaders toward separation. This set the stage for later provincial meetings and formal declarations to break away.
Delegates met to revise Gran Colombia’s 1821 constitution, but the convention split between centralists and federalists. Pro-Bolívar delegates withdrew, and no new constitution was adopted. The failure deepened distrust and encouraged regional leaders to seek solutions outside the national framework.
After Ocaña failed, Simón Bolívar issued an Organic Decree of Dictatorship, taking extraordinary powers to preserve unity and restore order. Instead of calming the crisis, the move fueled opposition and made many regional elites fear permanent central control. This widened the gap between Bogotá and the provinces.
Bolívar convened a final constitutional congress in Bogotá to try to hold Gran Colombia together. The meeting opened with Bolívar offering his resignation, a sign that the central government’s legitimacy was weakening. Provincial loyalties were already shifting toward local assemblies and leaders.
Venezuelan provinces sent deputies to Valencia to decide their political future as ties with Bogotá deteriorated. The congress provided an institutional forum for provincial leaders to coordinate separation rather than act as isolated revolts. It also reinforced Páez’s leadership as the key civilian-military authority in Venezuela.
An Assembly of Notables in Quito declared the Southern District’s separation from Gran Colombia, forming the State of Ecuador. The decision showed how quickly regional congresses could translate political discontent into a new state structure. Juan José Flores emerged as the leading authority tasked with organizing the break and unifying southern departments.
Within days of Quito’s decision, the departments of Guayaquil and Azuay also separated from Gran Colombia. These declarations helped turn Ecuador’s secession from a single-city initiative into a broader departmental realignment. The rapid sequence underscored how provincial and departmental decisions were driving the breakup.
Ecuador’s leaders moved from separation to state-building by calling a constituent assembly in Riobamba. This step aimed to create a legal foundation and a government structure independent of Bogotá. It also signaled that the separation was not temporary protest but a planned political transition.
After elections earlier in 1830, the Mosquera–Caycedo government was pushed out under military pressure and Rafael Urdaneta became interim president. This shift showed that the center could no longer reliably govern through stable civilian institutions. The continuing crisis encouraged remaining provinces to look to their own conventions and legal solutions.
The Valencia congress approved a new Venezuelan constitution, giving the break from Gran Colombia a legal framework. The constitution’s ratification helped turn provincial separation into an internationally recognizable state project. It also marked a decisive loss of territory and authority for the central government in Bogotá.
In the Department of the Isthmus, a local gathering backed separation from Bogotá under General José Domingo Espinar. The move reflected the same pattern seen elsewhere: provincial leadership using assemblies to claim autonomy when the center looked unstable. Panama’s position would remain unsettled, with reversals and renewed attempts soon after.
Espinar’s Isthmus government reversed course and reintegrated with Gran Colombia later in 1830. The quick change highlights how provincial declarations could fluctuate as leaders reacted to military pressure and shifting alliances. Even with reintegration, the underlying separation movement remained unresolved.
A negotiated settlement known as the Apulo Agreement led Urdaneta to hand over power to Domingo Caicedo. The agreement aimed to stop conflict and make room for a new representative convention among the remaining provinces. It also marked an acceptance that the old Gran Colombia structure could not be restored by force.
Colonel Juan Eligio Alzuru led a new attempt to separate the Isthmus in 1831, inspired by the earlier success of Venezuela and Ecuador. The movement was suppressed within weeks, showing the Isthmus’s unstable political situation during the broader breakup. Panama’s fate would ultimately remain tied to the central provinces in this period.
Representatives of the remaining central provinces created a new state, New Granada, by organic law, marking the end of Gran Colombia’s last institutional core. This act provided a replacement framework for governance where the old union had effectively collapsed. It serves as a clear closing outcome: Gran Colombia ceased to exist as a single polity.
