A major policy statement from the East India Company’s education authorities laid out a structured plan for schooling from primary to university level. It promoted vernacular languages in primary schooling, expanded teacher training and grants-in-aid, and pushed English for higher education. This despatch became a key reference point for later university reforms and commissions.
Two of British India’s first modern universities were created as corporate bodies to organize examinations and award degrees, modeled in part on the University of London approach. Their early structure emphasized affiliation and examinations more than teaching, shaping how higher education expanded through affiliated colleges. These foundations set the stage for later debates over quality and university governance.
The University of Bombay (later University of Mumbai) was established as another pillar of the new university system. Like its counterparts, it grew through a wide network of affiliated colleges and became a major examining authority. This expansion reinforced a pattern where universities oversaw standards and credentials across large regions.
The Government of India appointed the Indian Education Commission under W. W. Hunter to review progress since Wood’s Despatch. The commission focused heavily on primary and secondary education, including questions of access, management, and language of instruction. Its work influenced how responsibilities and resources were discussed across the education system that fed into universities.
The commission’s report summarized evidence on schooling conditions and recommended changes aimed at strengthening mass education and improving administration. It highlighted the need to treat primary schooling as foundational, which affected the pipeline into secondary and university study. Later university commissions would return to these issues when diagnosing why higher education was uneven and exam-driven.
Viceroy Lord Curzon’s government appointed the Indian Universities Commission, chaired by Thomas Raleigh, to review university education. The inquiry responded to concerns about weak teaching, overemphasis on examinations, and loose affiliation controls. It marked a shift toward using commissions to tighten university governance and standards.
The Indian Universities Act revised how universities were governed and supervised affiliated colleges. It aimed to improve teaching and standards, but also increased state influence over university bodies and affiliation decisions. The act is often treated as a key turning point in the balance between academic autonomy and government oversight in British India.
The Government appointed the Calcutta University Commission under Michael Sadler to examine university education problems, starting with Calcutta but with wider implications. It looked at how universities, colleges, and secondary schooling fit together, arguing that university quality could not be fixed without reforms in earlier stages. The commission helped reframe higher education as part of an interconnected system rather than a stand-alone examining body.
The commission’s multi-volume report recommended reorganizing the relationship between secondary/intermediate education and universities, so universities could focus more on teaching and research. It became one of the most influential statements on higher education structure in late colonial India. Its ideas also fed into later central coordination efforts in education policy.
Constitutional reforms created “diarchy” (dual control) in provinces, separating subjects into reserved and transferred areas of government. Education was commonly treated as a transferred subject, increasing the role of Indian ministers in education administration at the provincial level. This shift affected how education policy—including college and university-related issues—was debated and implemented across provinces.
A central advisory body was created to provide research, coordination, and advice on education matters across British India. CABE helped connect recommendations from commissions with policy planning, even as day-to-day control was often provincial. The board was later revived in the 1930s and became a key forum for shaping broad education proposals in the final Raj years.
The Hartog Committee reviewed educational growth and stressed problems of “wastage” (students leaving before completing a stage) and “stagnation” (students repeating classes). It argued that rapid expansion without quality improvements undermined literacy gains, affecting the pool of students prepared for higher education. Its findings supported a policy turn toward consolidation and effectiveness rather than expansion alone.
The 1935 Act reorganized late-colonial governance and expanded elected provincial governments’ powers, with key provincial provisions taking effect in 1937. As provinces gained more authority, education policy and university-related administration increasingly reflected provincial political priorities. This change shaped how late colonial education plans were negotiated between provincial and central authorities.
After a period without a central advisory body, CABE was revived in 1935 to help coordinate education policy discussion at an all-India level. This revival reflected concern that education planning needed shared standards and long-term strategy, especially as universities and schools expanded unevenly. CABE later played a central role in developing wartime and postwar education proposals.
At a national education conference held at Wardha, education leaders promoted a “basic education” approach associated with Gandhi, emphasizing learning through productive work and mother-tongue instruction. Although not a British government commission, it influenced education debates during provincial autonomy and pressured colonial systems to address mass education and relevance. The discussion mattered for universities indirectly by challenging the social purpose and structure of the wider education system feeding into higher education.
Prepared for the Central Advisory Board of Education, the Sargent Report laid out a long-term plan for expanding schooling and reorganizing secondary and university stages after World War II. It proposed broad goals such as universal basic education and changes to the structure connecting schools, intermediate study, and universities. The plan became a major closing-era statement of British Raj education policy, but its implementation largely fell to the post-1947 governments.
