British officials promoted a plan to divide Bengal, arguing that the province was too large to govern effectively. Many Indian leaders and newspapers criticized the plan as politically motivated and likely to weaken Bengali nationalist politics by separating areas along religious and regional lines. The dispute set the stage for mass politics in Bengal over the next several years.
On August 7, 1905, a major meeting at Calcutta’s Town Hall formally launched the Swadeshi campaign—encouraging Indians to use local goods and boycott British products. The boycott linked an economic message (buy Indian-made goods) to a clear political goal: reversing the Bengal partition. It helped turn protest into an organized mass movement.
The Bengal partition took effect on October 16, 1905, splitting the province and creating the new unit of Eastern Bengal and Assam. Protesters marked the day with demonstrations and mourning, and the agitation quickly became a central issue in Indian nationalist politics. The partition became a symbol of British “divide and rule” for many opponents.
During the anti-partition campaign, Rabindranath Tagore encouraged Hindus and Muslims to exchange rakhis (threads) as a public sign of social unity. This symbolic protest aimed to show that the partition should not break community ties in Bengal. At the same time, the movement’s frequent use of Hindu symbols also created tensions over who felt represented in the protests.
Swadeshi organizers pushed self-reliance not only through goods but also through institutions, especially education. New Indian-led colleges and technical institutes were founded to reduce dependence on colonial educational structures and build local skills. This broadened Swadeshi from a boycott into a larger social program.
In December 1906, Muslim political leaders formed the All-India Muslim League in Dacca (Dhaka). The party’s early growth was tied to concerns about representation and community interests during a period of heated politics around the Bengal partition. Its founding highlighted how the partition controversy was reshaping Indian politics along new organizational lines.
In December 1907, the Indian National Congress split into rival factions, often described as Moderates and Extremists. Disagreements over methods—constitutional petitioning versus more confrontational mass agitation—were sharpened by the Swadeshi campaign and the Bengal crisis. The split weakened Congress unity during a crucial stage of the anti-partition movement.
By about 1908, the Swadeshi movement’s peak phase had faded, in part due to arrests, restrictions on meetings, and internal political divisions. Although boycotts and volunteer groups continued in some areas, sustained mass mobilization became harder to maintain. Even so, Swadeshi ideas about self-sufficiency influenced later national campaigns.
In May 1908, police raids uncovered a bomb-making operation in Calcutta, leading to a major conspiracy trial commonly known as the Alipore bomb case. The episode became associated with the period’s revolutionary underground groups, which had grown alongside wider anti-partition agitation. The long trial and harsh detentions reinforced the government’s turn toward heavy repression.
The Indian Councils Act of 1909 (often called the Morley–Minto Reforms) introduced wider, though still restricted, elections to legislative councils in British India. The reforms were presented as political modernization, but they did not meet the demands raised by mass agitation and boycotts. The act is also remembered for reshaping representation debates during the same era as the Swadeshi movement.
At the Delhi Durbar in December 1911, King George V announced the reversal of the Bengal partition. The decision reunited Bengali-speaking areas while also reorganizing the region by creating new administrative units, including Bihar and Orissa as separate provinces. Annulment was a major political outcome claimed by anti-partition activists, even as it came with a new map of eastern India.
The same 1911 Durbar announcement also declared that the capital of British India would move from Calcutta to Delhi. This shift reduced Calcutta’s political centrality after years of intense protest politics in Bengal. Together with the annulment, the capital move marked a clear end point to the 1905–1911 Bengal partition chapter and its peak Swadeshi phase.
