In the early 1960s, corruption control became a major administrative concern. On 11 February 1964, the Government of India set up the Central Vigilance Commission (CVC) by resolution to advise and guide central government organizations on vigilance work. This created a national-level institution focused on prevention and oversight, even before later laws strengthened its powers.
On 5 January 1966, the Government of India constituted the First Administrative Reforms Commission (First ARC) to review how public administration worked and to recommend reforms. Its mandate included government machinery and procedures, center–state relations, financial and personnel administration, and citizen grievance redress. The First ARC helped set a long-running pattern in India: using expert commissions to propose structural and process reforms.
As part of its wide reform agenda, the First ARC recommended creating a national ombudsman (Lokpal) and state-level ombudsmen (Lokayuktas) to handle complaints against public officials. The recommendation reflected a shift toward stronger external accountability mechanisms, not only internal departmental checks. While implementation varied across states and took decades nationally, the proposal became a reference point for later anti-corruption reform debates.
On 24 April 1993, the 73rd Constitutional Amendment came into effect, giving constitutional status to Panchayati Raj institutions (rural local self-government). It set rules for regular elections, reservations (including for women), and state-level bodies to support local finance and elections. This reform mattered for civil service and administration because it expanded local institutions that implement and monitor many public services.
On 1 June 1993, the 74th Constitutional Amendment came into effect, requiring states to create stronger municipalities and to plan city development through new planning committees. The amendment aimed to bring decision-making closer to residents in towns and cities, not only state capitals. It pushed administrative systems to adapt to a more decentralized and participatory urban governance model.
On 6 January 2003, the Freedom of Information Act, 2002 (published as Act No. 5 of 2003) commenced. It was a key step toward making government records more accessible, but it was widely seen as weak because it relied heavily on internal government processes for appeals. Its limitations helped build momentum for a stronger Right to Information law soon after.
In 2003, Parliament enacted a law that gave the Central Vigilance Commission statutory status, strengthening its independence and formal role in monitoring vigilance work under the central government. This change moved the CVC from being primarily resolution-based to being supported by legislation. The shift reflected a broader reform theme in the 2000s: making oversight institutions more legally robust.
On 21 April 2004, the Government of India issued the Public Interest Disclosure and Protection of Informers (PIDPI) Resolution to create a mechanism for reporting corruption and protecting informers’ identities. The policy was designed as an interim framework while broader whistleblower legislation was considered. It helped embed the idea that administrative reform includes protecting people who report wrongdoing.
On 15 June 2005, the Right to Information (RTI) Act, 2005 received presidential assent, replacing the earlier Freedom of Information law. RTI created a stronger, time-bound process for citizens to request information and required many proactive disclosures by public authorities. This became one of the most important administrative reforms for transparency and accountability in day-to-day governance.
On 31 August 2005, the Government of India constituted the Second Administrative Reforms Commission (Second ARC) to prepare a detailed blueprint for revamping public administration. Unlike the earlier commission, it worked in a context shaped by coalition politics, rising public demand for transparency, and growing use of digital systems. The Second ARC later produced a series of thematic reports that linked administrative efficiency with citizen rights and accountability.
On 12 October 2005, RTI’s full operational framework took effect, and the Central Information Commission was constituted. These commissions became key institutions for enforcing information access through appeals and complaints when departments did not comply. This institutional design turned transparency from a principle into an enforceable administrative process.
The Second ARC’s first report, titled "Right to Information: Master Key to Good Governance," positioned transparency as a foundation for improving administration, not just a separate legal right. It linked information access to better oversight, reduced discretion, and more accountable decision-making. This helped frame civil service reform as something citizens can evaluate using documents and data.
On 18 May 2006, the Government of India approved the National e-Governance Plan (NeGP) to expand delivery of government services through electronic systems and common service outlets. It marked a move from isolated computerization efforts to a coordinated national program with defined projects and shared infrastructure. This strengthened the administrative reform agenda by linking service delivery improvement with transparency and efficiency goals.
In its report "Promoting eGovernance: The Smart Way Forward," the Second ARC argued that technology-enabled processes should simplify services and reduce unnecessary paperwork and delays. The report emphasized re-engineering processes (changing the workflow), not only putting old processes online. This reinforced the idea that administrative reform requires changing systems, incentives, and procedures—not just adding new tools.
The Second ARC completed its series of 15 thematic reports covering issues such as ethics, financial management, personnel administration, citizen-centric administration, and organizational structures. Taken together, the reports provided an integrated reform roadmap, tying capacity-building and rules to measurable public outcomes. By 2010, the reform story for this period ended with a comprehensive blueprint, setting a reference point for later governance and civil service initiatives.
