Following the Emergency, Congress (then Congress (R) under Indira Gandhi) was decisively defeated in the 1977 general election, enabling the first non-Congress prime minister and demonstrating that Congress dominance could be broken at the national level.
Indira Gandhi and supporters broke away to form Congress (I), institutionalizing a new party structure centered on her leadership and setting up the organizational vehicle that would later regain national power.
After Indira Gandhi’s assassination, Rajiv Gandhi was elected president of the ruling Congress party, consolidating leadership over both government and party and steering Congress into the 1984 electoral contest.
Under Rajiv Gandhi’s leadership, Congress achieved a sweeping victory in the 1984 general election, temporarily restoring the party’s dominance after the post-Emergency fragmentation of the late 1970s.
After Rajiv Gandhi’s assassination and the 1991 election, P. V. Narasimha Rao emerged as Congress’s principal leader and became prime minister, marking a major transition to a new leadership generation and (in government) a shift toward economic liberalization.
Following Congress’s 1996 setback, Sitaram Kesri became party president, representing an attempt to manage internal factional pressures and reposition Congress in a fragmented coalition era.
After internal party moves removed Kesri, Sonia Gandhi took over as Congress president, inaugurating a new leadership phase centered on the Nehru–Gandhi family and setting the stage for Congress’s strategic reorientation after the 1998 election.
