A Rolling Plan approach replaced the terminated Fifth Plan for a short period, reflecting policy shifts and uncertainty before the next full five-year cycle resumed.
The Sixth Plan began after the Rolling Plan episode, marking a return to a standard multi-year planning framework for national development priorities.
The Seventh Plan began with goals including productivity improvements, modernization, and employment generation, continuing the planned-development model of the era.
Political and economic instability led to another interruption: 1990–91 and 1991–92 were treated as Annual Plans, and the Eighth Five-Year Plan was deferred.
The Eighth Plan commenced, often described as managing transition toward more market-oriented reforms while retaining indicative planning and human development priorities.
The Ninth Plan began with an emphasis on growth with social justice; its approval process was politically complicated, but the plan period is conventionally treated as 1997–2002.
The Tenth Plan started with headline aims including higher growth and poverty reduction, continuing the Planning Commission’s central role in setting national targets.
The Eleventh Plan began with a strong stated focus on inclusive growth; the plan was approved through the National Development Council process in late 2007.
The Twelfth Plan commenced under the Planning Commission framework, billed as a strategy for “faster, more inclusive and sustainable growth,” and became India’s final completed Five-Year Plan cycle.
The Government of India replaced the Planning Commission with NITI Aayog, signaling a major institutional shift away from the classic centralized Five-Year Plan model.
