As Britain prepared to end colonial rule, Viceroy Lord Louis Mountbatten presented the partition plan that set up referendums in certain areas. For the North-West Frontier Province (NWFP), the plan meant voters would choose whether the province would join India or Pakistan. This decision tied local provincial politics directly to the larger process of creating the two new dominions.
At a large tribal and political gathering (a loya jirga) in Bannu, key Pashtun leaders and tribal representatives adopted the Bannu Resolution. It asked the British to add another choice to the NWFP referendum—an independent “Pashtunistan”—instead of forcing a decision only between India and Pakistan. The British did not accept this request, shaping how many anti-partition leaders responded to the referendum.
Voting began in the NWFP referendum with the official ballot offering only two options: join India or join Pakistan. The provincial Congress-aligned ministry and the Khudai Khidmatgar movement (associated with Abdul Ghaffar Khan) called for a boycott, arguing the ballot excluded independence or an Afghanistan-related option. This boycott became central to later debates about legitimacy and representation.
Britain’s Indian Independence Act formally created India and Pakistan and stated that NWFP’s future depended on the referendum outcome. This legal framework turned the July vote into a binding step toward state formation. It also meant that, after 15 August, the new Pakistani center would treat the province as part of Pakistan’s constitutional and political order.
The referendum results were published showing an overwhelming majority of votes cast favored joining Pakistan. Official figures reported 289,244 votes for Pakistan and 2,874 for India, with turnout around 51% of registered voters. The large pro-Pakistan vote count, combined with the boycott by key provincial forces, set the stage for a difficult transition from the vote to day-to-day governance.
With independence and partition, Pakistan came into existence and NWFP was treated as joining the new dominion based on the referendum result. The transition immediately raised practical questions about who would govern the province and how opposition forces would be handled. These choices shaped Pakistan’s early approach to federalism and provincial autonomy in a sensitive border region.
Sir George Cunningham began serving as the NWFP governor at Pakistan’s start, after being asked to return to the role. The governor’s position was important because it linked provincial administration to decisions made by Pakistan’s governor-general. Cunningham soon became directly involved in major political steps to replace the existing provincial ministry.
Within days of independence, the Pakistan government moved against the NWFP ministry led by Dr. Khan Sahib (Khan Abdul Jabbar Khan), which was associated with Congress and opposed the referendum framework. The ministry was dismissed by an order issued through the provincial governor, reflecting the new center’s willingness to use constitutional powers to reshape provincial leadership. This became an early test case for how Pakistan would manage provincial dissent during state formation.
After the dismissal, Abdul Qayyum Khan (Muslim League) was brought in to lead a new provincial government. This appointment aligned NWFP’s administration with Pakistan’s ruling party at the center. It also intensified conflict with the Khudai Khidmatgar network and other opponents, as the new government pursued a tougher line on political resistance.
In mid-1948, the NWFP government used an ordinance that authorized broad detention powers, including holding people and confiscating property without giving a reason. These expanded powers mattered because they changed accession politics from a debate over constitutional choices into a question of public order and state force. The crackdown environment set the immediate conditions for a major confrontation between the government and Khudai Khidmatgar supporters.
On 12 August 1948, police opened fire on Khudai Khidmatgar supporters gathered at Babrra ground (Charsadda) amid protests over arrests and the new detention powers. Sources report sharply different casualty figures, with official and movement accounts far apart, but the episode is widely recognized as a major act of state violence in the period. The event deepened the political break between the Pakistani state in NWFP and a key Pashtun nonviolent movement that had resisted the referendum’s terms.
By late 1948, the provincial government formally banned the Khudai Khidmatgar movement and arrested many supporters. This marked a clear endpoint to the immediate accession-era struggle: the referendum had placed NWFP in Pakistan, but the following year showed how the new state consolidated control through leadership changes, emergency powers, and suppression of organized opposition. The outcome left a lasting legacy of contested memory about whether the province’s accession reflected broad consent or a constrained choice followed by coercive state-building.
