British India was partitioned, creating Pakistan and triggering one of the largest refugee movements in modern history. Pakistan’s new government immediately faced emergency needs for food, shelter, security, and jobs for incoming migrants, later known as muhajirs. This crisis shaped early state capacity and policy priorities in 1947–1950.
With Karachi as the capital, authorities and volunteer groups set up emergency committees, transit camps, and rationing to keep refugees alive and reduce chaos. Punjab—especially Lahore and nearby districts—became a main arrival zone and required large-scale camp administration. These early measures were short-term, but they laid the groundwork for later rehabilitation programs.
Pakistan created dedicated government machinery to manage refugee relief and longer-term rehabilitation. This included central coordination with provincial and district officials to register people, run camps, and plan resettlement. Building a formal bureaucracy signaled a shift from ad-hoc aid to state-led recovery efforts.
India and Pakistan agreed on procedures to recover women and girls abducted during Partition violence. Police and liaison systems were set up, and recovered persons were housed in transit camps before being escorted across borders. Although not a typical “resettlement” program, this was a major humanitarian and administrative task linked to refugee rehabilitation.
Pakistan shifted from using the Indian rupee toward its own currency arrangements soon after independence. Establishing basic fiscal tools mattered for funding camps, rations, transport, and the growing rehabilitation bureaucracy. The refugee crisis made public finance an immediate state-building challenge.
A serious dispute emerged over canal waters after Partition divided headworks (upstream) and canals (downstream). Since many refugees were being settled on farms, any disruption of irrigation endangered livelihoods and food supply. Managing water access became part of stabilizing refugee-receiving regions, especially in Punjab.
India and Pakistan signed an Inter-Dominion Agreement on the East–West Punjab canal dispute. The agreement addressed urgent supplies needed for irrigation, reducing the risk of agricultural collapse in areas absorbing large numbers of refugees. This helped create more predictable conditions for rural rehabilitation efforts.
As non-Muslims left areas that became Pakistan, the state began systematically administering “evacuee” (abandoned) property. Managing these lands and buildings was central to rehabilitation because housing, shops, and farms could be allotted to refugees. The system also created high-stakes disputes and opportunities for corruption, affecting public trust and equity.
Pakistan and India worked to exchange revenue and land records across the new border. Accurate records were essential for deciding who could receive land, how much compensation was due, and which plots were available for settlement. This paperwork-heavy effort was a practical foundation for moving refugees from camps into stable livelihoods.
Pakistan and India signed an agreement focused on minority safety and rights after new waves of communal violence. It included provisions connected to refugees, such as enabling people to return to dispose of property and addressing abductions and looted property. The pact aimed to reduce pressures that kept refugee flows and insecurity continuing into 1950.
After the first emergency years, Pakistan moved toward more durable governance of evacuee trust properties (religious, charitable, and educational endowments left behind). These assets were politically sensitive because they involved minority heritage as well as valuable urban land. Creating stable rules for these properties helped close the gap between emergency allotments and longer-term administration.
By 1950, Pakistan’s refugee response had shifted from immediate survival (camps and rations) toward longer-term integration through property administration, rural land settlement, and inter-state agreements to stabilize cross-border problems. These years left lasting institutions and disputes, but they also enabled many refugees to build permanent lives in Pakistan. The 1947–1950 period became a defining chapter in Pakistan’s early state formation.
