During the French Revolutionary and Napoleonic Wars, Britain moved from India to secure Sri Lanka’s coastal districts, fearing French influence over the Dutch. The Dutch holdings surrendered in 1796, bringing most ports and lowlands under British control while the inland Kandyan Kingdom remained independent.
Soon after taking the coast, British officials opened relations with the king of Kandy and sought to take the Dutch role as the kingdom’s outside protector. This created a tense frontier: the British wanted secure routes, trade, and roads through the central highlands, while Kandy guarded its independence.
In 1802, Britain reorganized its coastal possessions as a Crown Colony, placing them under direct imperial administration. This shift gave the colonial government more authority and resources to pressure the still-independent Kandyan Highlands.
The Treaty of Amiens ended a phase of war in Europe and confirmed that Britain would keep Ceylon, which it had taken from the Dutch. This diplomatic settlement strengthened Britain’s decision to make its control permanent rather than temporary wartime occupation.
Rising conflict on the frontier led to a British invasion of Kandyan territory in early 1803. British forces entered Kandy but could not hold it against local resistance, disease, and supply problems, showing that the highlands were hard to occupy by force alone.
As the 1803 campaign unfolded, the British built and garrisoned Fort MacDowall at Matale as an inland outpost. The fort’s quick siege later in 1803 highlighted how contested and vulnerable British positions were inside the Kandyan Highlands.
In February 1815, British troops entered Kandy during the Second Kandyan War. This time, the entry was aided by Kandyan political divisions and cooperation from some chiefs, shifting the balance from stalemated border conflict to rapid takeover of the capital.
On 2 March 1815, the Kandyan Convention was signed between the British governor and Kandyan chiefs. The agreement deposed King Sri Vikrama Rajasinha and transferred sovereignty to the British Crown, bringing the whole island under British control while promising to respect certain Kandyan laws and institutions.
After annexation, many Kandyan leaders and communities became dissatisfied with how British rule was carried out in the highlands. Promises in the 1815 settlement were increasingly seen as weakened in practice, and tensions rose over appointments, authority, and the loss of local autonomy.
In October 1817, a major uprising began in Uva and Wellassa against the British colonial government, later spreading more widely. Several chiefs and officials who were first involved in suppressing unrest changed sides, turning the conflict into the most serious challenge to British power in the Kandyan Highlands after 1815.
As the rebellion intensified, the colonial government issued proclamations treating rebel leaders as enemies of the Crown and moving to confiscate property. These measures aimed to isolate the uprising politically and economically, not just defeat it militarily.
Keppetipola Disawe, a key leader of the rebellion, was captured in late October 1818 as British forces regained control. His capture marked a turning point, because it removed one of the most effective figures rallying resistance in the Uva region.
On 21 November 1818, the British issued a formal proclamation declaring sovereignty over the Kandyan Provinces and setting out the colonial government’s claimed rights and administrative approach. It also signaled that many protections associated with the 1815 settlement would be narrowed after the rebellion.
Keppetipola Disawe was executed on 25 November 1818 after being tried for treason, as the last phase of the Uva–Wellassa rebellion collapsed. With the uprising crushed, British rule in the Kandyan Highlands shifted toward tighter control, helping lock in the island’s full annexation and ending organized Kandyan military resistance for this period.
