In 1796, Britain moved from India to seize the Dutch coastal possessions in Ceylon during the wider wars against Revolutionary France. At first the British treated the takeover as temporary and governed the island’s coastal areas from Madras (now Chennai). This marked the start of sustained British rule in Ceylon’s lowlands and ports.
In 1802, Britain made Ceylon a Crown colony, bringing it under direct rule by the British Crown rather than administration from India. The Treaty of Amiens (1802) also confirmed Britain’s possession of the former Dutch maritime territories. This change laid the foundation for a centralized colonial government on the island.
On March 2, 1815, the Kandyan Convention was signed between British authorities and Kandyan chiefs. It deposed the Kandyan king and transferred sovereignty of the inland kingdom to the British Crown, ending the island’s last independent monarchy. With Kandy annexed, Britain gained control over the entire island.
In 1817–1818, a major uprising broke out in the Kandyan areas (often called the Uva–Wellassa rebellion). The revolt showed that British rule over the newly annexed interior was contested and unstable. Its suppression strengthened colonial military control and helped push governance toward tighter central authority.
Between 1829 and 1832, the Colebrooke–Cameron Commission reviewed Ceylon’s administration and finances. Its recommendations promoted a more uniform island-wide civil administration, a clearer separation of executive and legislative functions, and reforms in justice and education. These proposals became a key turning point from ad hoc colonial rule toward modern bureaucratic government.
On October 27, 1840, the colonial government enacted the Crown Lands Encroachments Ordinance. It created legal procedures for the state to claim land as Crown land when private ownership could not be proven, and to remove “encroachers.” The ordinance became a long-lasting tool for expanding state control over land, especially affecting customary and shifting cultivation practices.
In 1848, resistance flared in the Kandyan regions, with events often grouped as the Matale Rebellion. New taxes and labor requirements helped trigger protests that turned into armed revolt, and the colonial government responded with martial law and repression. The uprising is commonly described as a shift from older, elite-led rebellions toward broader popular resistance under British rule.
In 1867, James Taylor began commercial planting of tea on about 19 acres at the Loolecondera Estate near Kandy. Tea cultivation expanded as coffee declined, and it grew into a major export industry under British rule. This agricultural shift reshaped labor needs, land use, and colonial revenue across the central highlands.
In 1869, coffee leaf rust (caused by the fungus Hemileia vastatrix) was described from specimens sent from Ceylon and became linked to a major epidemic on the island. Over time, the disease destroyed much of Ceylon’s once-profitable coffee plantations in the late 1800s. The crisis pushed planters and officials to seek other export crops, helping set the stage for tea’s rise.
From late May to early August 1915, communal violence (often described as the 1915 Sinhalese–Muslim riots) spread across parts of colonial Ceylon. The colonial government declared martial law and used harsh security measures, which many local leaders criticized. The episode became a major political turning point, strengthening calls for constitutional reform and greater self-government.
On December 11, 1919, the Ceylon National Congress was founded with Ponnambalam Arunachalam as its first president. It aimed to unite leading groups and present proposals for constitutional change under British rule. Although internal disagreements later weakened it, the Congress helped organize elite-led nationalism into a sustained reform movement.
Following the Donoughmore Commission’s work, a new constitution took effect in 1931. It replaced communal electorates with territorial constituencies and introduced universal adult suffrage, greatly expanding the electorate. The reforms created new institutions for internal self-government, even though ultimate colonial authority still rested with the governor.
In 1944, the Soulbury Commission was sent to review constitutional proposals for Ceylon’s next stage of self-rule. It recommended maintaining universal suffrage and territorial representation, while creating a parliamentary system with a cabinet responsible to an elected House of Representatives and a new Senate. These recommendations led to a constitution that prepared Ceylon for independence within the Commonwealth.
On December 10, 1947, the Ceylon Independence Act received royal assent in the UK, setting the legal basis for Ceylon to attain “fully responsible status” within the Commonwealth. The act marked the end of the UK government’s responsibility for governing Ceylon from the appointed day. It was a decisive legal step in the transition from colony to self-governing state.
On February 4, 1948, Ceylon became an independent state (a dominion) within the Commonwealth, ending formal British colonial rule that began with the 1796 takeover of Dutch possessions. Independence was achieved through constitutional negotiation rather than a large-scale war on the island. The new status left Ceylon self-governing while still linked to the Crown, closing the main period of British annexation and colonial governance.
