Violence broke out in June 1956, beginning with attacks around protests and then spreading into wider communal rioting, including severe violence in the Gal Oya area. Although not as large as later islandwide riots, these events showed how quickly political disputes could turn into ethnic attacks. They also deepened fear and mistrust between communities.
The Official Language Act (often called the “Sinhala Only Act”) replaced English with Sinhala as the sole official language of the state. Many Tamil leaders and citizens saw the law as excluding Tamil from government work and public life, intensifying ethnic tensions. This policy shift became a key backdrop for later communal violence.
Prime Minister S. W. R. D. Bandaranaike and Federal Party leader S. J. V. Chelvanayakam signed a pact proposing regional councils and some administrative recognition for Tamil in Tamil-majority areas. The pact aimed to reduce conflict by offering limited devolution (local decision-making). Strong opposition from Sinhala nationalists and others soon placed the agreement under heavy pressure.
The Bandaranaike–Chelvanayakam Pact was publicly abandoned after mass opposition campaigns, including pressure from Sinhala-Buddhist nationalist groups. For many Tamils, the reversal reinforced the belief that negotiated compromises could be overturned by street politics. This collapse of a major agreement helped set the stage for the 1958 violence.
On May 22, 1958, large-scale anti-Tamil violence began and spread across the country, including killings, arson, and attacks on homes and businesses. It was the first major islandwide pogrom targeting Tamils after independence. The violence caused mass displacement and hardened ethnic divisions for decades.
As the 1958 riots spread, authorities declared an islandwide state of emergency on May 27 and deployed armed forces to restore order. Emergency powers and curfews became part of the state’s toolkit for responding to communal unrest. The late and forceful response also influenced later debates about state responsibility and protection of minorities.
In August 1958, Parliament passed the Tamil Language (Special Provisions) Act, allowing limited official and educational use of Tamil in specified contexts. The law was presented as a partial remedy after the 1958 violence. However, it did not resolve deeper disputes over political power, language status, and security.
Several Tamil political groups united to form the Tamil United Front in 1972, later known as the Tamil United Liberation Front (TULF). This consolidation aimed to strengthen Tamil bargaining power within parliamentary politics. The new alliance also reflected growing frustration with earlier attempts to achieve equal rights through negotiated reforms.
In May 1976, the TULF adopted the Vaddukoddai Resolution calling for an independent Tamil state (Tamil Eelam). This marked a shift from earlier federal or devolved-power demands toward open advocacy of secession. The change intensified conflict with the Sri Lankan state and fueled polarization between communities.
After the July 1977 general election, anti-Tamil violence spread in multiple parts of Sri Lanka between August 12 and August 28. Tamils were attacked, displaced, and had property destroyed, with widely varying casualty estimates reported. The episode showed how electoral politics could trigger communal attacks and contributed to the breakdown of confidence in peaceful political routes.
In July 1979, Sri Lanka enacted the Prevention of Terrorism (Temporary Provisions) Act (PTA), giving security forces broad arrest and detention powers. Although presented as a response to rising militancy, the PTA became controversial for enabling prolonged detention and expanded state power. The law shaped the security environment in which later riots and reprisals occurred.
On May 31, 1981, the Jaffna Public Library—an important cultural institution—was burned during anti-Tamil violence in Jaffna. The destruction of books and manuscripts became a powerful symbol of cultural loss and intimidation. The event further escalated Tamil anger and widened the political gap between communities.
On July 23, 1983, the LTTE ambushed a Sri Lankan Army patrol, killing 13 soldiers. The attack became the immediate trigger for widespread retaliatory violence against Tamil civilians. It also marked a turning point where political crisis rapidly escalated into sustained civil conflict.
From July 24 to July 30, 1983, organized mobs attacked Tamils in Colombo and other areas, with killings, arson, and mass displacement. Death-toll estimates vary widely, but the violence was a major national rupture and a defining event in modern Sri Lankan history. Black July is widely seen as a key moment that pushed the country into full-scale civil war.
During Black July, Tamil prisoners were killed inside Welikada Prison in Colombo in two waves, including a major attack on July 25. The killings highlighted that violence was not limited to street attacks and raised serious questions about protection of detainees and the role of authorities. The incident became one of the most notorious prison atrocities linked to the 1983 riots.
On August 8, 1983, Sri Lanka enacted the Sixth Amendment, criminalizing advocacy of a separate state and requiring officials and members of Parliament to swear an anti-secession oath. TULF legislators refused to take the oath and forfeited their seats, weakening parliamentary Tamil nationalism. This legal change helped close a major channel for constitutional politics and reinforced the shift toward armed conflict as the central arena.
