Constitutional changes known as the McCallum Reforms increased the size of the Legislative Council and introduced a small, limited electorate to choose a few members. Although most members were still appointed, the reforms helped make constitutional change a practical political goal for emerging Ceylonese leaders.
The first election to the Legislative Council took place for four electorates, including an "educated" Ceylonese seat. This election was narrow in who could vote, but it created a precedent for selecting representatives through ballots rather than only appointments.
Island-wide communal violence between Sinhalese Buddhists and Ceylon Moors escalated in mid-1915, prompting the British governor to declare martial law. The harsh response and arrests helped intensify demands for political reform and greater local control of governance.
Political leaders formed the Ceylon National Congress (CNC) to coordinate constitutional demands and represent a wider nationalist agenda. Over time, the CNC became a major platform for negotiating reforms with British authorities and building support for self-government.
The First Manning Reforms expanded the Legislative Council and increased the number of unofficial members, including more elected seats. They also introduced territorial constituencies, shifting politics toward geographically based representation rather than only communal or special-interest seats.
A second round of reforms increased the Legislative Council again and expanded territorial elections, though appointed and communal elements remained. The reforms satisfied few political groups, which helped set the stage for a more sweeping review of the colony’s constitution.
The British government appointed the Donoughmore Commission to examine how Ceylon was governed and recommend constitutional changes. Its work mattered because it considered structural issues like communal representation and how much executive power local leaders should receive.
The Donoughmore Commission’s report was published in London, providing the blueprint for a new constitution. Among its most important recommendations were territorial representation and a system that expanded democratic participation beyond earlier, limited electorates.
Ceylon held elections for the new State Council under the Donoughmore Constitution, using universal adult franchise (the right of all adults to vote). This was a major shift from earlier restricted voting and made electoral politics central to the push for self-government.
The newly elected State Council met for the first time, replacing the earlier Legislative Council. This created a new political arena where elected leaders gained more practical experience in governing, even though ultimate authority still rested with the British governor.
A new constitutional commission—later called the Soulbury Commission—was set up to examine proposals prepared by Ceylonese ministers and recommend a new constitution. The commissioners arrived in Colombo in late 1944 and held public sessions in early 1945, reflecting intensified negotiations over responsible government.
The Ceylon (Constitution) Order in Council was made in May 1946, establishing the framework of the Soulbury Constitution. It prepared Ceylon for a parliamentary system with a House of Representatives and a Senate, and for a cabinet led by a prime minister responsible to the elected house.
Ceylon held its first parliamentary election for the new House of Representatives, selecting members who would soon govern at independence. The results positioned D. S. Senanayake’s United National Party to lead the transition from colony to dominion with a functioning elected legislature.
The United Kingdom enacted the Ceylon Independence Act, legally ending British governmental responsibility for Ceylon from the appointed day. This was the crucial legislative step that made independence effective under the new constitutional arrangements.
Ceylon became an independent dominion on 4 February 1948, when the 1947 constitutional arrangements took effect. The country now had a prime minister and cabinet responsible to an elected House of Representatives, with a governor-general representing the monarch—marking the outcome of decades of constitutional reform and negotiation.
