Dutch East India Company (VOC) forces allied with the Kingdom of Kandy captured the Portuguese fort at Galle, a strategic port controlling access to key cinnamon-growing areas. The conquest made Galle a major early center of Dutch power on the coast.
After a prolonged siege, the Dutch captured Colombo, the principal Portuguese stronghold and administrative center on the island’s western coast. Control of Colombo later underpinned the Dutch governor’s seat and the colony’s coastal administration.
VOC forces captured Mannar, a remaining Portuguese position, as part of the final campaign to remove Portugal from coastal Ceylon. The victory helped isolate Jaffna and accelerated the collapse of Portuguese power in the north.
The Dutch captured Jaffna in 1658, removing the last major Portuguese foothold on the island. This completed the VOC’s takeover of most coastal regions while the inland Kingdom of Kandy remained independent.
By 1665, the Dutch had expanded their coastal control to the island’s east coast. This strengthened their grip over maritime entry/exit points and most cinnamon-growing zones, central to VOC revenue strategies.
The Dutch built Kalpitiya Fort (construction spanning 1667–1676) to control access to Puttalam Lagoon and nearby cinnamon-producing areas. Fortification of such nodes supported the VOC’s coastal defense and monopoly-focused trade logistics.
Hendrick Zwaardecroon, VOC commander at Jaffnapatam, prepared an extensive instruction memo (1697) for the local Political Council to guide governance and company affairs during his absence. Such documents illuminate how the VOC managed revenue, labor, and security in coastal districts.
Across the Dutch period, VOC authorities expanded and canalized waterways in their coastal territories for military movement, administration, and commerce (including transport of commodities such as cinnamon). Elements of these canal networks remain a visible part of Sri Lanka’s coastal infrastructure legacy.
The Dutch codified Thesawalamai in 1707, formalizing aspects of customary Tamil law for the Jaffna region within a colonial judicial framework that also drew heavily on Roman-Dutch legal principles. This codification became a durable feature of Sri Lanka’s legal landscape.
A major uprising by groups tied to cinnamon production (often linked in accounts to the Salagama caste) erupted in 1760 and continued for several years, exposing tensions created by compulsory service and monopoly controls. The conflict pushed the VOC to adjust aspects of production and labor management in the cinnamon economy.
In the wider Indian Ocean conflict of the American Revolutionary era, French forces captured Trincomalee (September 1782) and fought a major naval engagement nearby. The episode underscored the strategic value of Sri Lanka’s eastern harbor to European powers operating in South Asia.
Stadtholder William V issued the Kew Letters (late January–early February 1795) urging Dutch colonial authorities to cooperate with Britain against Revolutionary France, including instructions effectively leading to surrender of Dutch colonies. These letters helped shape the political-legal context for Britain’s move against Dutch Ceylon.
As Britain moved against Dutch holdings during the Revolutionary Wars, British forces seized Trincomalee in 1795, taking control of one of the Indian Ocean’s most valuable harbors. This began the rapid dismantling of Dutch coastal control.
Colombo surrendered to British forces in February 1796, completing the transfer of the Dutch Maritime Provinces (coastal Ceylon) to Britain. The capitulation ended VOC administration on the island’s littoral after more than a century of rule.
