By the early 1800s, tea was being planted experimentally in Ceylon, including at the Royal Botanical Gardens in Peradeniya. These non-commercial trials helped make tea a realistic alternative crop when coffee later failed.
In the 1830s, the British colonial administration encouraged coffee as a plantation crop in Ceylon’s central highlands. This helped pull land, labor, and capital into export agriculture and set patterns later used by tea estates.
In 1839, merchants and planters established the Ceylon Chamber of Commerce. It became a key institution linking plantation producers with shipping, finance, and export markets.
The Crown Lands (Encroachments) Ordinance of 1840 allowed the colonial state to treat many lands as “Crown land” unless ownership could be proved. This made it easier to secure large areas for plantations and deepened long-term conflicts over land in the highlands.
In 1854, coffee planters founded the Planters’ Association of Ceylon to speak collectively to colonial administrators. The organization later shaped many industry-wide decisions during the shift from coffee to tea.
In 1867, Scottish planter James Taylor established Ceylon’s first commercial tea planting at Loolecondera (Loolkandura) near Kandy. This marked the start of tea as a major plantation crop rather than a small-scale experiment.
In May 1869, coffee leaf disease (Hemileia vastatrix, also called coffee rust) was first observed in Ceylon and then spread quickly. Falling yields undermined the coffee economy and pushed planters to convert estates to tea and other crops.
In 1872, Taylor began operating a more fully equipped tea factory at Loolecondera. Factory-style processing—wither, roll, ferment (oxidize), and dry—made it possible to scale up tea output beyond small batches.
In 1873, a small consignment of tea—often cited as 23 pounds—was exported from Ceylon to London. Even though volumes were tiny, it signaled that Ceylon tea could enter global trade networks dominated by established producers.
On 30 July 1883, the first Colombo Tea Auction took place, creating a central marketplace for pricing and selling tea. Auctions helped standardize grading and made it easier for producers, brokers, and overseas buyers to trade at scale.
In 1894, the Colombo Tea Traders Association formed and soon ratified a formal set of auction rules. These rules tightened procedures and reduced uncertainty in payments and contracts, supporting faster growth of the export system.
The Waste Lands Ordinance of 1897 reinforced earlier colonial claims over “forest” and “waste” lands unless private ownership could be proven. It strengthened the legal framework that supported large plantation holdings and shaped who could access land in tea regions.
On 13 November 1925, an ordinance established the Tea Research Institute of Ceylon. Research on pests, soils, and processing helped large estates and smaller producers raise yields and improve consistency in export quality.
In June 1932, the Ceylon Tea Propaganda Board was established to promote Ceylon tea in overseas markets during a period of price pressure and competition. This marked a shift toward coordinated, industry-wide branding and advertising—an approach that helped define “Ceylon Tea” as a recognizable export identity.
