In 1830, Governor-General Johannes van den Bosch introduced the Cultivation System (Dutch: Cultuurstelsel) in Java. The policy required villages to devote roughly one-fifth of land to export crops (such as sugar, coffee, and indigo) or to provide compulsory labor, turning taxation into crop deliveries and work obligations.
The Netherlands Trading Society (NHM), founded earlier to stimulate trade with the Dutch East Indies, became tightly linked to the new system. It functioned as a state-linked merchant and shipping agent, helping sell and transport colonial products obtained through compulsory cultivation—connecting Javanese production to European markets.
Official guidelines framed the system as a “land rent” paid in kind: villagers were to set aside about one-fifth of rice fields for export crops or provide about 66 days of labor if they had no land. On paper, the state was to bear risk for crop failures not caused by the cultivator, and surplus above the obligation was supposed to benefit villagers.
The Java War (1825–1830) severely strained Dutch colonial finances and helped push policymakers to make Java a major source of revenue. In its aftermath, Dutch authorities strengthened direct control in parts of Java and looked for a systematic way to extract export income through agriculture.
From the Dutch government’s perspective, the Cultivation System quickly increased export earnings and public revenue. Britannica notes that exports rose sharply in the 1830s and that proceeds from sales became a major component of the Dutch budget, helping stabilize the Netherlands’ finances.
In practice, local officials and village elites often pushed production beyond the stated limits, while households still needed enough land and labor to grow rice for food. The system tended to widen rural inequality because better-connected local leaders could shift burdens onto poorer farmers and profit from meeting quotas.
Critics and later historians have linked the system’s pressure to grow cash crops (notably sugar and indigo) with food insecurity and crisis in the 1840s. Accounts commonly cite severe hardship in areas including Cirebon and parts of Central Java, where rice cultivation could be squeezed by compulsory export production.
By the mid-1850s, public and political criticism of the Cultivation System increased, challenging both its moral costs and the abuses reported in Java. This debate mattered because it began turning a profitable colonial policy into a contested political issue at home.
In 1860, Eduard Douwes Dekker (Multatuli) published Max Havelaar, a novel attacking corruption and injustice in Java under Dutch rule. The book became a widely cited cultural and political critique, helping strengthen calls to reduce forced cultivation and change colonial policy.
As political pressure rose, the Dutch state began scaling back compulsory deliveries for several less-profitable crops during the 1860s, signaling a shift away from the most rigid forms of state-directed production. However, the most lucrative crops—especially sugar and coffee—remained central for longer, keeping the system’s core incentives in place.
In 1870, the Agrarian Law marked a major policy turn by enabling long-term land leasing and encouraging private investment in plantation agriculture. This “liberal” shift reduced the state’s direct role in forcing village production and helped reshape Java’s economy toward private enterprise.
By 1870 the Cultivation System was officially ended as a government policy, after decades of large fiscal returns to the Dutch treasury. Its consequences endured: Java had been integrated more tightly into global export markets, while rural communities bore heavy costs through coercive labor demands, inequality, and periods of severe hardship—setting conditions for later plantation capitalism under private enterprise.
Also in 1870, the Dutch Sugar Law (Suikerwet) set rules for stepping the government back from forced sugar cultivation, with a planned scale-down later in the century. It was part of the broader transition from a state-run cultivation regime to a system where private producers and markets played a larger role.
