The Dutch colonial medical service began a school in Batavia to train indigenous health workers, especially for vaccination and basic public health needs. This earlier institution (often called the Dokter Djawa School) created the pathway that would later become STOVIA and expand into more Western-style medical training.
In 1898, the school’s director H.F. Roll proposed upgrading the older Javanese Doctor School into a more rigorous institution for training physicians. This proposal marked a shift toward longer study, Dutch-language instruction, and a curriculum closer to Western medical education standards.
In 1899 the colonial government began constructing a new purpose-built campus for the upgraded medical school in Weltevreden (Batavia). The new facilities were meant to support classroom teaching and practical training, helping the school scale up and professionalize.
Around the turn of the 20th century, the Dutch introduced the Ethical Policy, promoting reforms that included expanded education for Indonesians. This broader push for schooling helped create a growing, educated indigenous elite—an audience that institutions like STOVIA increasingly served.
In March 1902, the new school building opened and became closely identified with STOVIA in Batavia. Students generally lived in a dormitory system, and the site later became strongly linked to Indonesia’s early nationalist organizing.
In 1902–1903 reforms raised the level of training and standardized a longer course of study. Graduates received the title Inlandsche Arts (native physician), reflecting a more advanced Western medical credential than the earlier Dokter Djawa qualification.
By the early 1900s, STOVIA instructors adopted newer techniques, including formalin-based preservation, which made longer-term anatomy instruction possible. This mattered because anatomy and lab work were key parts of Western medical education, and the new methods helped sustain hands-on training in Batavia.
On May 20, 1908, students associated with STOVIA helped launch Budi Utomo, often described as an early Indonesian nationalist organization. The school environment—bringing together young, educated Indonesians in Batavia—helped make STOVIA a meeting point for new political and social ideas.
In 1911, Soetomo (often written Sutomo) graduated from STOVIA and worked in several postings as a doctor. His career illustrates a common pathway: STOVIA graduates entered colonial health services or private practice while also becoming prominent voices in social reform and politics.
In 1913, the school’s name and degree terminology shifted from “native” to “Indies” (the acronym STOVIA was retained). The change reflected reforms that broadened who could enroll and aligned the institution more closely with a colony-wide professional track in Western medicine.
Also in 1913, the Dutch established NIAS (Nederlandsch-Indische Artsen School) in Surabaya to address health-worker shortages and rising demand for training. NIAS followed a similar practical medical curriculum, showing how STOVIA’s model was being extended beyond Batavia.
In 1919, STOVIA moved from the older Weltevreden site to a newer medical precinct at Salemba, near major hospitals and laboratories. This relocation supported more modern clinical and laboratory training and signaled the school’s continuing growth and institutional modernization.
By 1920, Western medical training in Batavia had helped produce a growing cohort of Indonesian physicians with professional skills and wider social influence. The older STOVIA building’s earlier role—as a boarding school and a space where student networks formed—remained part of the institution’s legacy even after the move to Salemba.
